Who can bid

Any firm that is small under the size standard for the solicitation's NAICS code. Firms certified 8(a), HUBZone, WOSB, EDWOSB, SDVOSB or VOSB are small by definition and qualify too.

The socioeconomic certifications are all built on top of small business status, so any of them also qualifies the firm for a general small-business set-aside.

The reverse is false and is the costly direction: being small does NOT make a firm 8(a), HUBZone, WOSB or SDVOSB. Each of those needs its own certification, and most need SBA or VA to grant it.

Each solicitation carries exactly one NAICS code, and that code — not a related one in the same family — decides who counts as small.

One code, chosen by the contracting officer, decides who counts as small. A related code in the same family does not qualify you, and the assignment itself can be appealed to SBA OHA.
