Who can bid

Firms holding EDWOSB or WOSB status. Being a small business is not enough on its own: the certification is what qualifies a firm, and it never runs in reverse.

EDWOSB-restricted and WOSB-restricted are two different restrictions, and which one applies depends on the industry.

An EDWOSB is a WOSB that also meets an economic-disadvantage test, and it is small by definition. So holding EDWOSB lets you bid WOSB and small-business set-asides as well.

It does not run the other way. A WOSB is NOT an EDWOSB, and cannot bid a competition restricted under 13 CFR 127.503(a). This is the direction that matters: telling a WOSB it may bid an EDWOSB set-aside sends it to compete for something it cannot be awarded.
