Description

The 97th Civil Engineering Squadron requires biological drain treatment services in Altus, OK, in support of Altus AFB kitchen facilities. The service requires contractor-furnished biological drain maintenance systems, associated dosing equipment, biological treatment media, monthly preventive maintenance, inspection, testing, repair, replacement parts, and replacement of unrepairable units, as necessary, to reduce odors and prevent recurring drain blockages in designated facilities. The 97th Contracting Squadron intends to make award to GREEN AND SUSTAINABLE SERVICES, LLC (CAGE: 5LMB2) as the only source capable of providing the required biological drain treatment service and contractor-furnished equipment compatible with the existing facility requirement. The proposed contract action is for services for which the Government intends to award on a sole source basis under the authority of RFO 6.103-1(b). This notice of intent is NOT a request for competitive proposals, and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, in sufficient detail and with convincing evidence, to clearly demonstrate the capability to meet the requirement. Requests for documentation, additional information, or submissions that only ask questions will not be considered an affirmative response. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement. Capability statements are due on 21 Sep 2026 by 1:30 CST. Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to jamir.folsom@us.af.mil and kacie.halpain@us.af.mil. Capability statements and supporting documentation provided after the due date and time listed above will not be reviewed. Please see attached J&A.
