Description
The Department of Veterans Affairs Medical Center, Network Contracting Office (NCO 8), on behalf of the North Florida/South Georgia Veterans Health System, intends to award a sole-source, firm fixed price task order with a base year and four one year option periods to one Large Business (LB), Canon Medical Systems USA, Inc. Task orders will be placed against the national high technology medical equipment (HTME) contract SPE2D117D0022. The contractor shall provide full service maintenance coverage for Government owned Canon equipment. Canon Medical Systems is the original equipment manufacturer (OEM). In accordance with 38 U.S.C. 8127, Veterans First Contracting Program, this requirement does not meet the Rule of Two. Therefore, the requirement will be awarded using other-than-competitive procedures when the identified source is determined to be responsible and capable of fulfilling the need. The applicable North American Industry Classification System (NAICS) code is 811210, Other Electronic and Precision Equipment Repair and Maintenance, with a size standard of $22 million. The Product Service Code (PSC) is J065, Maintenance, Repair, and Rebuilding of Medical, Dental, and Veterinary Equipment and Supplies. This acquisition is authorized under 41 U.S.C. 4106(c), as implemented by FAR Subpart 16.505(b)(2)(i)(B), which permits an exception to fair opportunity when only one awardee is capable of providing the required supplies or services at the necessary level of quality due to their unique or highly specialized nature. The anticipated award date is on or after October 1, 2026. This notice is not a request for competitive quotes and is provided for informational purposes only. Interested parties may identify their interest and capability to respond in accordance with the closing date of this notice. Responses must include clear and convincing evidence that competition would be advantageous to the Government. Requirements for interested parties include: Submission of clear evidence, including an authorization letter from Canon Medical Systems USA, Inc., demonstrating OEM authorization to service the following HTME equipment: CT scanners, MRI systems, radiographic (X ray) systems, nuclear medicine, ultrasound systems, computed radiography, magnetoencephalography, PET CT and PET MR scanners, cyclotrons, angiography systems, cardiac catheterization equipment, mammography systems, and related technologies. Clear evidence of capability to provide preventive maintenance, licensing, software, upgrades, and emergency service necessary to maintain Government owned equipment. Capability to meet the following core requirements: OEM authorization letter Required response times On site field support and repair services Provision of all parts, labor, and travel Preventive maintenance Software updates Parts replacement Glassware support Uptime guarantee Contractor must be an authorized technician or service provider trained and certified to work on proprietary OEM equipment and must meet all Government requirements and objectives. Contractor must be an OEM authorized dealer, distributor, or reseller for the proposed equipment and/or service contracts. OEM warranty, service, and software licensing must remain valid and compliant with OEM terms and conditions. Delivery of gray market items constitutes a breach of contract. The VA reserves the right to enforce contractual remedies, including termination or requiring replacement of gray market items at no cost to the Government. Responses must be submitted by 4:30 p.m. ET on August 11, 2026, to Jeremy.Parrish@va.gov with the subject line: Canon Medical Equipment Maintenance/Service (36C24827Q0010). Responses will be evaluated; however, the Government retains sole discretion to determine whether competition is appropriate. If no responses are received by the closing date, a sole source award will be made to Canon Medical Systems USA, Inc. without further notice.
