Description

The Bureau of Indian Affairs (BIA), Northwest Regional Office (NWRO) on behalf of the Southwest Regional Office (SWRO), Mescalero Agency intends to enter into a sole source firm-fixed price contract with the Mescalero Apache Tribe (Mescalero Apache Tribal Utility Department (also referred to as Mescalero Utilities)) for trash services under the authority of FAR 6.103-1 and 41 U.S.C. 1901. The Mescalero Agency requires trash services. Trash Services are a critical operational requirement for any government agency because they ensure the safe, sanitary, and efficient management of solid waste generated through daily operations. Reliable waste collection and disposal protect the health and safety of employees, visitors, contractors, and the public while supporting the agency's mission and uninterrupted operations. Without these services, it would negatively affect administrative offices, public service areas, and other government facilities. Employees could be exposed to unhealthy working conditions, and agency operations could be delayed or suspended until sanitary conditions are restored. The Mescalero Apache Tribe (Mescalero Apache Tribal Utility Department (also referred to as Mescalero Utilities)) provides these services for the Mescalero Apache Reservation. The Mescalero Apache Tribe is the only responsible source and no other supplies or services will satisfy agency requirements. No solicitation is available and no technical questions will be answered for this requirement. The NAICS code for this acquisition is 562111 Solid Waste Collection. If a firm believes that BIA should not pursue this procurement, it should submit a capability statement and pricing information for this requirement by 12:00 pm Pacific Time, 7 August 2026.
