Review and analysis of the requirement to determine if brand name or equal can be considered. Key determinant will be whether subject matter experts deem a brand name or equal package acceptable to maintain full system integrity, compatibility, and full functionality. The request to reconsider a brand equal requirement is being provided fair consideration. The Subject Matter experts (SMEs) using and designing the system requirement will provide the final determination of whether a brand equal system can be considered. The SMEs best understand the procurement need, and what product, brand, model, configuration will best maintain full system integration, full system compatibility, fully operational capability, and which system will best afford operational and mission continuity with minimized risk to patient care and patient outcomes. Extending Combined Synopsis to 09/09/26 @ 16:30 PM The VA at VAMC CWM (Central Western Massachusetts [Northampton/Leeds]) has requested the brand specific requirement for the Sorna Vertex 25ei Platform/CD Burner, Installation & Training Support, UPS 1KVA Tower, and published Training Manuals. The VA also noted that Delivery costs must be less than $250.00 or rolled into line-item pricing. VAMC CWM has standardized to the Sorna Vertex 25ei Platform and integrated CD Burner. The VA is requesting the Sorna brand Vertex 25ei Platform/CD Burner package; VAMC CWM has standardized to the Sorna Vertex 25ei Platform/CD Burner and the interconnecting PACS, VNA, RIS, and EMR systems. Standardization supports a request for brand name where an assurance for system integrity and system compatibility: fit, form, and function, are required to ensure full system functionality and integrity with existing PACS (Picture Archiving Communication System), VNA (Vendor Neutral Archive), RIS (Radiology Information System), and EMR (Electronic Medical Record) systems. Replacement with a name brand to which the service has standardized requires no additional accommodation or adaptations to ensure system integrity, system compatibility, and system functionality. Brand name replacement assures that the replacement product fully and directly integrates with the backup Sorna Vertex 25ei/CD Burner, and the existing PACS, VNA, RIS, and EMR systems. Replacement with a brand name, exact replacement, diminishes risk to patient care and treatment outcomes, and it preserves operational and cost efficiencies derived from standardization. A vendor is requesting consideration of a brand equal platform and CD Burner per FAR 11.105. FAR 11.105 states: An agency must not write requirements specifying a particular brand name, product, or feature unique to one manufacturer unless all three conditions are met: (a)(1) Essential to Government requirements Market research must clearly show that: Only that brand or feature meets the Government s minimum needs; and Other manufacturers similar items do not meet (and cannot be modified to meet) the requirement. (a)(2) Supported by a valid justification: FAR 12.102-1(a) justification (if using SAP [RFO]). (a)(3) Posting requirement: If award value is over $25,000, the justification must be posted in accordance with FAR 5.102(a)(6). The VA is extending expiration to allow the VA Subject Matter Experts (SME)s; the platform users time to review and analyze the request for a brand equal application, to analyze, review, and determine if an alternative brand could be considered. Subject Matter experts will review and will analyze if brand equal products can meet the need where standardization exists? The SMEs will be asked to determine if a brand equal product can provide the same level of assurance for system integrity, compatibility, and full functionality without the requirement for any additional accommodation or adjustments. The CO is extending the solicitation date to 09/09/26 at 14:30 PM, to allow time for this review. The extension is due to consider a question relating to brand equivalent offerings. The review and analysis will be conducted generically for a specific brand and model If it is determined that a brand equivalent can satisfy the requirement, this solicitation will be canceled and a new solicitation will be issued on or around 09/11/26. THE ORIGINAL COMBINED SYNOPSIS INTENT TO COMPETE SD/VOSB SA/RFQ 36C24126Q0731 AND THE AMENDMENT/MODIFICATION 36C24126Q0731 P0001 ARE LISTED BELOW: Currently, Amendment /MOD P00002 extends the RFQ Expiration to 09/09/26 at 16:30 PM EDT. All other terms and conditions of the RFQ remain intact. Amendment/Modification P0001: 2:15 PM 08/25/26 (Mod P0002 extends to 09/09/26 at 16:30 PM EDT 08/30/26 (dt) Extending Combined Synopsis to 08/31/26 @ 11:00 AM Currently working on responses to vendor questions regarding Combined Synopsis. Responses gathered from service and OEM (Original Equipment Manufacturer) took time to gather. Extending expiration to allow all eligible competitors to compete. Questions from Vendor: The Product Chart lists the Vertex 25ei/CD Burner and delivery, while the brand-name justification states that the package includes associated software, hardware, implementation services, project management, installation, UPS backup power supply and required accessories. Please confirm the complete mandatory scope and whether installation and training are required onsite, remotely, or both. Response: Requirement is for the 951-707100 Vertex 25ei Platform and the CD Burner. 951-707100 Vertex 25ei Platform and the CD Burner: UPS 1KVA - TOWER Project Management: No Project Management. Installation: Installation will be remote and will be set as a separate Line-Item. Remote download for Vertex 25ei Software No onsite hardware installation is required: Vertex 25ei Platform and CD Burner hardware to be installed locally by Biomed. Training: Training will also be included as a separate Line-Item Training Manuals: 2 Manuals Training Support: Service requests Training Helpline/Online Support Remote Installation and Training: Typically listed as one line-item: Part Number: 501-862406 Please confirm the required delivery and installation timeframe after award. Delivery: Lead time for delivery of hardware is typically 14 days after order is placed by vendor. Hardware: Full Delivery of hardware and software should be within 30 days after award. Hardware Installation: To be performed onsite by VA Biomedical Engineering. 2. Please confirm the required delivery and installation timeframe after award. Software Installation: Software download should occur w/i 5 days of vendor notification from VA Radiology service that Vertex 25ei Platform and CD Burner are installed and fully operational. Please confirm whether manufacturer part number 951-707100, or the OEM s current equivalent configuration, is the intended system package and whether first-year Advanced Exchange maintenance and starter media/consumables must be included. Part Number: Per Sorna the OEM (Original Equipment Manufacturer), Part Number for the Vertex Platform and CD Burner is 951-707100. Annual Software/Hardware Maintenance: 1st year of maintenance comes with OEM warranty. Servicing beyond 1st year will be executed by a separate B+4 YR service contract. Subsequent Maintenance: Software updates, software maintenance, and hardware maintenance beyond 1st year will be set up as a separate service contract. 1st Year Advanced Exchange maintenance and Starter Media Consumables: First -year Advanced Exchange maintenance and starter media /consumables are a part of the 951-707100 Vertex 25ei Platform/CD Burner. No need to purchase 1st Year Advanced Exchange Maintenance and Starter media Consumables, separately. The SOW specifies a preconfigured Windows 10 Professional PC. May the OEM provide its current Windows 11 Professional-compatible configuration if Windows 10 is no longer offered? The VA is equipped with Windows 11. Page 15 references an NMR waiver for NAICS 334118, while the solicitation otherwise identifies NAICS 334118. Please confirm that 334118 is the correct NAICS and that the stated waiver applies to the complete Vertex 25ei/CD Burner package. 334118 is the correct NAICS: Computer Peripheral Equipment.
