PRESOLICITATION NOTICE Competitive Design Build Construction, Firm Fixed Price, LPTA NIWTP Ingress Road Paving Santa Cruz County, Arizona Solicitation 191BWC26R0012 Prepared July 24, 2026 Publication Date: July 24, 2026 This is a presolicitation notice only. Do not submit proposals in response to this notice. The anticipated solicitation issue date is August 10, 2026. The work includes planning, design, permitting, coordination, demolition and disposal of the existing approximately 310 foot by 20 foot asphalt road, construction of an approximately 310 foot by 30 foot concrete roadway, replacement of the parallel water service with a 4 inch line, coordination with Liberty Utilities, installation of 40 Jersey barriers, maintenance of operational and railroad access, testing, record drawings, and closeout. Anticipated solicitation and site visit The Government anticipates issuing the RFP on August 10, 2026. An organized, nonmandatory site visit is to be determined. Final site visit instructions will appear in the RFP. Proposal submission Proposals will be submitted exclusively through the USIBWC secure Microsoft SharePoint portal. Each offeror will use one authorized business email account. Email, physical media, commercial file sharing, mailed, and hand delivered proposals will not be accepted unless the Contracting Officer issues a written solicitation amendment authorizing another method. Competition and award The acquisition will be reserved for small business concerns under NAICS 237310. The Government anticipates award of one firm fixed price contract to the responsible small business offeror that submits the lowest priced technically acceptable proposal and a fair and reasonable price. Minimum qualifications will include the issued IBWC Form 245 and supporting documentation. Additional information The RFP will include the Design Build Scope of Work, minimum qualification forms, the applicable construction wage determination, bonding requirements, proposal instructions, evaluation criteria, and mandatory provisions and clauses. The Government may cancel or revise this planned acquisition before solicitation issuance.
