Sources Sought Notice: 19INLE26I0031 - INL Bogota VHF and UHF Radiolocation System (PCS: 5825; NAICS: 334511) Background: The International Narcotics and Law Enforcement Affairs Section (INL) of the U.S. Embassy in Bogota intends to provide for VHF and UHF Radiolocation Systems to the Colombian National Police (CNP). This capability is needed to detect, locate, and track VHF and UHF radio signals during counternarcotics operations. Given Colombia's complex terrain ranging from dense forests and jungles to high mountainous areas and vast arid regions any system acquired on behalf of the CNP must meet the operational demands of the various environments where CNP members operate. This Sources Sought notice is issued for planning market research purposes only, and does not constitute a solicitation for proposals, offers, bids, and/or quotes. This is not an announcement of a forthcoming solicitation, or confirmation that the Government will contract for the items contained in the Sources Sought, nor is any commitment on the part of the Government to award a contract implied. Responses to this notice will assist the Government in identifying potential sources and in determining if a Small Business set-aside of the solicitation is appropriate. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this Sources Sought. Responses to this notice will not be returned. It is specifically designed for outdoor operations (withstanding extreme weather conditions) and requires minimal infrastructure to operate, making it capable of tracking illegal radio signals in jungles or mountainous terrain. 1. Radiolocation and Geolocation (Search and Find) The equipment does not just intercept signals; it determines exactly where the signal is coming from using two advanced methods: AoA (Angle of Arrival): When connected to a direction finding (DF) antenna, a single UMS400 unit can calculate the line of bearing (exact direction) from which a radio is transmitting. TDOA (Time Difference of Arrival): By synchronizing multiple UMS400 units across different geographic points, the system measures the microsecond differences in signal arrival times to cross-reference the data and provide the exact GPS coordinates of the target on a map. 2. Radio Spectrum Monitoring Massive Frequency Range: It natively monitors from 8 kHz up to 8 GHz (perfectly covering the VHF and UHF bands mentioned in your text) and is expandable up to 20 GHz. Ultra-Fast Scanning: It scans the radio spectrum at speeds of up to 40 GHz per second, meaning it can capture "burst" or sporadic transmissions (radios that turn on for just a few seconds to deliver a quick message and then shut down). 3. Designed for Harsh Environments (Field Operations) Extreme Durability: It features an IP67 certification (fully immune to dust and heavy rain/water ingress) and operates in temperatures ranging from -30 C to +55 C. This makes it ideal for Colombia's complex geography (humid jungles or freezing mountain ranges). Autonomous and Remote: The equipment includes its own internal Windows-based computer, hard drive, and wireless connectivity. It can be mounted on a pole in the middle of nowhere, on the roof of a tactical vehicle, or on a tripod, operating remotely without requiring an on-site operator. Low Power Consumption: It consumes very little power and can run on external batteries during temporary missions. 4. Training The contractor shall provide the necessary technical training to ensure that the technicians receive the training necessary to install, administrate, and maintain the system solution provided. Upon notification, the contractor shall replace any items lost or damaged during shipment. Partial shipments are not allowed unless approved in writing by the Contracting Officer. The items acquired through this contract will be donated to the government of Colombia, Colombian National police. In addition to ensuring that all items are prepared for safe shipment, the contractor shall include all the necessary export approvals, required material data safety sheets, licenses, and paperwork. WARRANTY Warranty shall be effective in Colombia. The Contractor shall be solely responsible, at no additional cost to the Government, of export/import procedures, shipping costs, parts, labor, and any other costs required for all repairs/replacements performed under warranty. The full warranty coverage shall be no less than one (1) year, from the date of Government acceptance, for each system component. After satisfactory receipt for each of the requested items, including updates of the latest software versions. In case of damage to any of the elements to be acquired, the contractor must deliver an additional unit of equal or superior characteristics within 5 business days once the novelty is made known, while it is repaired or replaced by a new one. If the damage occurs to a specific element, the contractor must change the part, which must be new and not remanufactured during the warranty period. Support is provided for the duration of the warranty and must be attended to immediately, whether preventive and/or corrective at any time, given that the preventive service operates 8 hours a day, 5 days a week; if a replacement is necessary, it must be new and not remanufactured during the warranty period. When a warranty claim is made, the contractor, within a maximum period of forty-eight (48) hours, will deliver a detailed technical report on the status of the system, and will have a maximum period of fifteen (15) calendar days to deliver the item in perfect working condition, following repairs and performance tests, according to the present technical specification. To guarantee the quality of the elements to be contracted and avoid breaches in the execution of the future contract, experience in projects equal or similar to the object of the current process must be accredited. Such accreditation will be validated with the presentation of documents accrediting the completion in the last three (3) years (2022 and/or 2023 and/or 2024) of projects equal or similar to the present contractual process, for which the bidder must present a maximum of three (3) certifications (certification per contract), carried out with public or private companies with a favorable concept of the reception of the elements whose sum or individual value is equal to or greater than 100% of the budget assigned to the current process. EXPORT LICENSING The Contractor shall comply with any export licensing requirements that may apply to this purchase order. The Contractor is reminded that the end-user of the required equipment is the Government of Colombia, Colombian National Police (CNP).
