Update 0002 dated 11 September 2026 The purpose of this notice update is to post amendment 0002 to the solicitation. This amendment is to: Clarify CMMC Requirements: Formally clarify that the required standard under DFARS 252.204-7021 and DFARS 252.204-7025 is CMMC Level 1 (Self-Assessment). Pursuant to DFARS 252.204-7025(d), quoters must submit their SPRS-issued CMMC Unique Identifier (UID) with their quotation. Failure to provide this UID may result in quoter not being eligible for consideration for award. Incorporate Vendor Q&A: Formally incorporate official Government responses to all timely submitted vendor RFIs via Attachment 0006 (Government Responses to Industry RFIs (Solicitation W912LR26QA040).pdf). The question period remains officially closed. Issue Revised PWS: Supersede the original Performance Work Statement in its entirety with Attachment 1 (Solar PV System Technical Assessment PWS Rev11Sep2026.pdf), updating the Period of Performance timeline (90 days from NTP), establishing DoW Blue UAS drone approval rules (Section 1.4.5.2), and clarifying deliverable timelines (Section 5.18.9). All other terms, conditions, and specifications remain unchanged. Quoters must acknowledge receipt of this amendment with their quotations. (end of notice update 0002) Update 0001 dated 1 September 2026 The purpose of Amendment 0001 to Solicitation W912LR26QA040 is to extend the deadline for receipt of quotations and provide formal notification regarding the closure of the question submission period. Quotation Deadline Extension: The deadline for receipt of quotations is hereby extended from 3 September 2026, 2:00 PM AST (Local Puerto Rico Time) to 16 September 2026, 4:00 PM AST (Local Puerto Rico Time). This extension provides the Government sufficient time to consolidate, review, and issue official responses to all vendor Requests for Information (RFIs) received. NAICS Code: 561210 Facilities Support Services (Size Standard: $47,000,000.00) Product Service Code (PSC): H361 (Inspection Quality Control) / H359 (Inspection Quality Control/Electrical/Electronic) Requirement & Place of Performance The prime contractor shall provide all personnel, equipment, tools, materials, transportation, supervision, and quality control necessary to perform a comprehensive technical, visual, electrical, structural, and thermal assessment of: Camp Santiago (CLIN 0001): Ground-mounted solar PV systems at Camp Santiago Joint Training Center, Salinas, PR. Fort Allen (CLIN 0002): Ground-mounted and carport solar PV systems at Fort Allen, Juana Diaz, PR. Period of Performance: 90 Calendar Days from the Date of Award (to include the comprehensive field assessments and submission of the final 100-to-200-page Condition Assessment Report). Volume 3 Technical Suitability (Max 5 Pages): Technical approach, ESPC non-interference plan, safety procedures, and verification of key personnel qualifications (including NABCEP-certified solar PV technicians and certified thermographers). Basis of Award The Government will issue a Firm-Fixed Price (FFP) Purchase Order to the lowest-priced, conforming quote that conforms to all material aspects of the solicitation. As part of the evaluation, the Contracting Officer will conduct an Affirmative Responsibility Determination & Performance Risk assessment under RFO Part 9. If a quoted price is abnormally or unrealistically low, the contractor will be required to submit a detailed price breakdown to demonstrate they have allocated sufficient resources to: Retain certified solar PV technicians (NABCEP) and certified thermographers. Safely perform high-voltage (1000VDC) testing, IV curve testing, and insulation resistance (Megger) testing. Deliver the high-quality 100-to-200-page report within the strict 90-day period of performance.
