Description

This Sources Sought Notice is being issued for market research purposes to determine the availability, capability, and interest of 8(a) small business firms for a potential Government requirement which the Government intends to compete as a competitive 8(a). NO SOLICITATION IS AVAILABLE. Requests for the solicitation will go unanswered. No award will be made from this Notice. Responses will be used to determine potential acquisition strategies, understand current market capabilities, and to gain knowledge of potential sources. GENERAL SCOPE:The United States Army Corps of Engineers (USACE) Sacramento District (SPK) anticipates a potential requirement for facilities and utilities maintenance services at U.S. Army Military Ocean Terminal Concord (MOTCO) in Concord, California. USACE SPKs intent is to solicit and award a competitive 8(a) small business requirement.Project Description: This is a non-personal services project to provide Facilities and Utilities Maintenance at U.S. Army Military Ocean Terminal Concord (MOTCO) across the following functional areas: Maintenance Management Services, Electrical Plants and Distribution Systems, Water Distribution Systems, Wastewater Systems, Stormwater Systems, Fire Protection Systems, Buildings and Structures and Installed Equipment, Pest Management, Roads and paved surfaces, Pier Maintenance and various miscellaneous maintenance requirements, and repair requirements including minor construction in accordance with the Performance Work Statement. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items, and non-personal services. The Contractor is fully responsible for provisioning all parts required to execute both Preventive Maintenance Orders (PMOs) and Demand Maintenance Orders (DMOs). The potential requirement may result in a firm-fixed-price solicitation with a 6-month or 12-month to include one month Phase-in Period for the base period with four 1-year option periods. The Government intends to issue the solicitation on or around November 2026. If solicited, the Government intends to award the anticipated requirement by approximately June 2027. The North American Industrial Classification System (NAICS) code for the potential requirement is anticipated to be 561210, Facilities Support Services. The small business size standard for the NAICS, as established by the U.S. Small Business Administration, is $47,000,000 annual revenue. The Product Service Code for the potential requirement is anticipated to be M1AZ, Operation of Other Administrative Facilities and Service Buildings.Contractors with the skill, capabilities, workload capacity, and ability to obtain bonding to complete the project described above (either through self-performance and/or Subcontractor management) are invited to provide capability statements to the primary point of contact listed below.
