Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the streamlined commercial format of Federal Acquisition Regulation (FAR) Part 12 and FAR Part 13 (Simplified Acquisition Procedures), as supplemented with additional information included in this notice. The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to solicit and award a firm-fixed-price contract to only one source under the authority of FAR 13.106-1(b)(1)(i). The Contracting Officer has determined that the circumstances of this contract action deem only one source reasonably available due to proprietary data restrictions, software copyrights, and specialized Original Equipment Manufacturer (OEM) calibration requirements. The Government intends to solicit and award on a non-competitive basis to Carl Zeiss Industrial Quality Solutions, LLC (CAGE: 9DRR4) for Hardware Maintenance Agreements (HMA) and Software Maintenance Agreements (SMA) supporting government-owned Zeiss metrology hardware. North American Industry Classification System (NAICS) Code: 811210 (Electronic and Precision Equipment Repair and Maintenance) Small Business Size Standard: $34.0 Million (average annual receipts) Business Type for Target Vendor: Other than Small Business (Large Business) Procurement Authority: FAR Part 12 (Commercial Products and Commercial Services) and FAR Part 13 (Simplified Acquisition Procedures) under the Simplified Acquisition Threshold (SAT) Overhaul Framework: This solicitation incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) FAC 2026-02 (utilizing DoD Class Deviation 2026-O0038 and Class Deviation 2026-O0040 under the Revolutionary FAR Overhaul) and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN DPN20260430. See attached solicitation for full text and by-reference clauses and provisions. Interested parties may identify their interest and capability to respond to this requirement by submitting a comprehensive capability statement no later than 12:00 PM EST on September 03, 2026. This notice of intent is NOT a request for competitive quotes. However, all capability statements received by the closing date and time will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. All capability statements submitted in response to this notice shall include: Detailed technical description of the quoter's capability to perform calibration and software maintenance without voiding the OEM warranty or violating Zeiss proprietary IP rights.
