Description

Please note that this solicitation is not ready to be issued as of the date of this pre-solicitation notice. The requirement is to provide Gardening services for the Embassy of the United States of America in Rabat, Morocco. The anticipated period of performance includes a twelve-month (12) base period and two (2), one-year options at the Government s sole discretion. No subcontracting and/or co-venturing shall be allowed for any portion of the gardening services described herein. Only firms demonstrating full legal standing within the Kingdom of Morocco, and possessing the required professional capabilities, will be considered for participation in the forthcoming solicitation. Only offers from legally registered Moroccan companies will be accepted. International or foreign-registered firms are not eligible to compete. When the solicitation is available, the Embassy of the United States in Rabat will publicize and launch the solicitation in the following public sources: https://sam.gov/ https://ma.usembassy.gov/procurement-opportunities/ The Government will consider an award to other than the lowest priced offeror or other than the highest technically rated offeror. All evaluation factors and significant subfactors that will affect contract award and their relative importance shall be, when combined, are significantly more important than cost or price. We are using procedures outlined in FAR Part 15 and the Tradeoff Process described in FAR 15.101-1. The Government is planning a site visit and the date for this conference will be in the solicitation. SAM Registration Notwithstanding FAR 4.203-1(b)(5)(ii), the Contracting Officer has determined that it is in the best interest of the U.S. Government to accept offer from offerors that are and are not registered in the SAM (System for Award Management) database at https://www.sam.gov. Offerors with an active SAM registration need only provide their Unique Entity Identifier (UEI) number and are not required to complete the information 52.204-90 since relevant information is found in their SAM registration. Offerors without an active SAM registration must complete FAR 52.204-90, Offeror Identification, in Section 5, Representations and Certifications. This information must be updated annually if option years are included in the solicitation or award.
