AMENDMENT 07 TO SOLICITATION FA664826Q0006 PROJECT: Environmental Sampling Services The purpose of this amendment is to incorporate the official Government responses to vendor questions following the recent voluntary site visit, provide additional site photos, and increase the individual call limit for the resulting Blanket Purchase Agreement (BPA). A. INCORPORATION OF Q&A: The official Government responses to vendor questions submitted prior to the RFI deadline and those asked during the voluntary site visit on July 31, 2026, are hereby incorporated into the solicitation. Please refer to the attached document titled "Vendor Questions and Government Responses." B. ADDITIONAL ATTACHMENTS: Photos of the monitoring labs/locations have been added to the solicitation attachment set to assist vendors in preparing their quotes. C. INCREASE TO BPA CALL LIMIT: The individual call limit for the subject Blanket Purchase Agreement (BPA) is hereby increased. Reference is made to the udpated Terms and Conditions, attached. NEW INDIVIDUAL CALL LIMIT: $20,000.00 D. ACKNOWLEDGEMENT OF AMENDMENTS: Offerors are strictly reminded that they must acknowledge receipt of this amendment, as well as all prior amendments, in their final quote submission. Failure to acknowledge all amendments may result in the quote being deemed non-responsive. E. ALL OTHER TERMS AND CONDITIONS: Except as provided herein, all other terms and conditions of the solicitation remain unchanged and in full force and effect. 1) Are only NELAP certs required by lab, or also DoD ELAP? Government Response: We only require NELAP. 2) If there are discrepancies on Price Schedule on bulleted list vs. price schedule. Government Response: Utilize price schedule. 3) May we have a 1 week extension? Government Response: Extension was granted via Amendment 06. 4) How long does it take to sample? Government Response: Oil / Water separators approximatly 4 hours if there are no concerns. Hazardous waste storage building monitoring wells approximatly 4 hours or less. Tank Farm monitoring wells approximatly 4 to 5 hours Storm water locations approximatly two (2) days 5) The current map in the SOW identifies the storm drains to be sampled but didn t identify the well sites, it was asked if Mr. Cedeno can incorporate an updated map with the well sites added. Government Response: See attached aerial of HARB Tank Farm and B214 with monitoring wells within the attachment list. 6) Section 2.4 states that "a minimum of 14 separate sampling events (over the life of the contract) are anticipated". Section 2.1 refers to "routine monthly compliance sampling" of the nine oil/water separators, and Section 2.4.2 requires two storm water events per year. Please confirm whether the quantities in Table 1represent an ANNUAL requirement or the total requirement across the full period of performance. Approximately 16, but up to 18, storm water stations are sampled twice per year. Government Response: Once during the dry season (November to mid-May) and once during the wet season (mid-May to November). Sampling will depend on the presence of a reasonable amount of water to collect a representative sample. 7) Please confirm the anticipated number of sampling events per contract year, distinguishing monthly permit sampling, quarterly industrial wastewater visits, seasonal storm water events and on-call waste profiling. Government Response: Apart from unanticipated or unscheduled sampling such as after a Level II Explosive Ordnance Disposal, sampling will occur six times per year. (2 events) oil/water separator (OWS) samplings (FEB, AUG) (1 event) OWS, Tank Farm monitoring wells (MWs), and Hazardous Waste Storage MWs, in (MAY) (1 event) OWS, Tank Farm MWs, (NOV) (1 event) wet season storm water sampling (1 event) dry season storm water sampling. Every effort will be made to collect waste analysis samples during a scheduled sampling, but there may be times that this occurs outside of the routine compliance collections. 8) Section 2.4.2 refers to sixteen storm water sampling points shown in Table 3, and also to "up to 18 sampling points" designated per event. Please confirm the maximum number of points that may be designated for a single event. Government Response: The maximum number of sampling stations will be 16. Of the 18 sampling stations identified on the map, station 2 and 17 are not accessible and station 3 is usually dry during the dry season sampling event. 9) The pricing schedule lists pH and Dissolved Oxygen as laboratory analyses. Both carry holding times that cannot be met by shipment to a laboratory, pH requires analysis within 15 minutes and dissolved oxygen immediately, or within 8 hours if fixed in the field. Please confirm that field measurement using calibrated instrumentation is acceptable for these two parameters, and how they should be represented on the pricing schedule. Government Response: Field measurements using calibrated instrumentation for Dissolved Oxygen, conductivity, temperature, and pH are required. Regarding the pricing schedule, vendors shall proceed as follows: For the line items 'Dissolved Oxygen' and 'pH' under the 'Laboratory Analysis' section, vendors shall enter 'N/A' or '$0.00' in the price columns, as these analyses will not be performed in a laboratory. The cost associated with performing these field measurements should be included within the fully burdened hourly rate for the 'Field Service' line item." 10) Fecal coliform carries a 6-hour holding time under FDEP sampling procedures and 8 hours under 40 CFR 136 Table IL Please confirm which standard governs for this contract. Government Response: 8 hours (this is not compliance driven) 11) Given the 6-hour holding time for fecal coliform and a storm water event of sixteen to eighteen points requiring escorted access, will the Government accept a sampling and delivery plan that sequences bacteriological points to protect the holding time, and permits separate or staged delivery of short-hold samples to a nearer accredited laboratory while remaining parameters are delivered to a second accredited laboratory? Government Response: Yes, we can accept sequenced sampling and delivery. 12) Section 2.4.2 requires wet season samples to be collected within the first 30 minutes of runoff discharge. Where the timing of a qualifying storm event causes short-hold parameters to exceed their holding time despite a compliant sampling plan, how will the Government treat the resulting data? Government Response: The data is for internal use so a good faith effort should be made to adhere to the SOW when possible. Any deviations, if they arise, should be discussed with the Government. 13) Section 1.3 requires that laboratories analyzing samples be NELAC certified. Please confirm whether field deployed methods for fecal coliform, performed under an accredited laboratory's quality system, would satisfy this requirement. Government Response: To date, method SM 9222D has been the standard. 14) Is there any limit on the number of re-sampling events for which the Contractor may be held responsible under a single call? Government Response: That would depend on the reason for the resampling. 15) BPA Terms and Conditions paragraph 4 limits individual calls to $10,000. A single storm water event comprises approximately 240 analyses across sixteen points, together with field service and mobilization. Please confirm whether a single storm water event may be placed across multiple calls, or whether the Government expects the entire event to fall within one $10,000 call. Government Response: The individual call limitation for the proposed BPA has been increased to $20,000. 16) Please confirm the expected minimum and maximum number of calls per contract year, and whether any minimum guarantee applies. Government Response: Expected minimum number of collections calls per year will be six (6), (see submitted question #2 above). There is no minimum guarantee, jobs will depend on quotes submitted and/or amount of time between the request for sampling scheduled date for sampling. 17) Section 1.5 requires personnel details fourteen calendar days before site access, with five business days for any additions or deletions. Please confirm whether a standing approved personnel list may be maintained for the duration of the agreement to support short-notice calls. Government Response: Until such time as when a field technician can show that they are familiar and comfortable independently collecting the required samples (at which point they will be considered for a contractor access badge), they will need to be cleared prior to each collection event. Prior submittal of the person s information will speed up their entry on the day of the event. 18) Please confirm which sampling locations require escorted access, the typical escort availability window, and whether an escort can be provided across the full 7:30am to 4:30pm period.
