Description

(i) This is a Solicitation for commercial items prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Subpart 12.2, as supplemented with additional information included in this notice. The solicitation package consists of Standard Form (SF) 1449, Solicitation/Contract/Order for Commercial Items, this solicitation notice, and any attached documents. This announcement constitutes the solicitation; quotations are being requested, and no separate written solicitation document beyond the SF1449 and accompanying attachments will be issued. (ii) The solicitation number is NIST-AMD-TC-RQ-26-01100 and the solicitation is issued as a Request for Quotation (RFQ) on a Total Small Business Set-Aside. This acquisition is for a commercial item or service and is conducted under the authority of RFO Part 12 Acquisition of Commercial Items. A Firm-Fixed-Price Purchase Order is contemplated as a result of this solicitation. (iii) The solicitation document, including the SF1449 and incorporated provisions and clauses, is issued in accordance with the RFO update effective July 1, 2026. (iv) The North American Industry Classification System (NAICS) code for this procurement is 541519 Information Technology Value Added Resellers, with the small business size standard of 150 Employees. This solicitation is restricted to Small Businesses. Small Businesses meeting the size standard identified for this solicitation are invited to submit a quotation. Quotations received from Other-Than-Small-Businesses will not be considered. (v) Requirements: Please see the attached Statement of Work (SOW) document. BRAND NAME ONLY JUSTIFICATION: This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source (Including Brand-Name). To ensure continuity and scalability of research, a software solution is required that enables seamless interaction between multiphysics simulation tools, system modeling environments, and data analytics frameworks under a unified licensing and deployment model. Specifically, the Integrated Simulation, Digital Twin, and Data Analytics software platform, produced by Siemens, is the only solution that is compatible with previous Altair software used at NIST and fully satisfies this requirement. Siemens Industry Software Inc. is the only producer of the Altair Mechanical Engineer Multiphysics/Mechatronics software license and is distributed by authorized providers through partnerships with Siemens. The subject Brand-Name item is the only source available. (vi) The provision at FAR 52.252-1, Solicitation Provisions Incorporated by Reference (Feb 1998), applies to this acquisition. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. The Contractor shall provide a Firm-Fixed-Price Quotation corresponding to the requirements identified in the attached Requirements. The quotation shall clearly include each requirement, including option, warranty, installation, and training requirements, as applicable. The quotation shall use the contract line item numbering (CLIN) structure below. Optional requirements, as applicable, must be quoted separately from minimum requirements, as identified in the CLIN structure. Shipping costs shall be quoted in the firm-fixed-price for each product.
