SCOPE OF WORK 1.0 Introduction This Statement of Work (SOW) defines the requirements of the Harry S Truman VA Medical Center - Multi-Specialty CBOC Rolla in establishing a fixed-price order for electrosurgical units and smoke evacuation systems. 1.1 Background Harry S Truman VA Medical Center - Multi-Specialty CBOC Rolla requires electrosurgical units and smoke evacuation systems to outfit the new facility and provide services for the VA. 1.2 Scope The scope of this purchase order is to provide Harry S Truman VA Medical Center - Multi-Specialty CBOC Rolla with the products outlined for delivery to the Harry S Truman VA Medical Center - Multi-Specialty CBOC Rolla location. Contractors shall furnish all requirements. The initial delivery will be to an offsite warehouse to support installation timelines. The warehouse location has yet to be determined. The warehouse will be available June 1st, 2026 May 31st,2027. Initial Outfitting Transition and Activation team will be responsible for delivery to Rolla Super CBOC with estimated delivery dates are November 2nd, 2026 January 8th, 2027. Specific installation dates will be defined upon award. The delivery schedule is based upon the current construction schedule, which is subject to change. The vendor shall not increase prices for a change in delivery date due to construction delays. The awardees actual delivery dates will be confirmed by VA upon award. The Contractor shall provide services and support at the locations identified in this Scope of Work. The Government reserves the right to add, remove, or modify locations and facilities as mission requirements evolve across the current and future operational footprint. The Contractor shall accommodate these changes within the scope of the contract without disruption to services. Any adjustments to pricing, schedule, or resources resulting from such changes shall be addressed through the appropriate contractual modification process in accordance with the applicable Changes clause 2.0 General Requirement All equipment to be supplied under the specifications shall be the newest and the most current model of a standard product of a manufacturer of record. The products provided must meet or exceed the specifications laid out in the sections. A manufacturer of record is defined as a company whose main occupation is the manufacture for sale of the items of equipment and which: a. Maintains a factory production line. b. Maintains a stock of replacement parts for the item. c. Maintains engineering drawings, specifications, operating manuals and maintenance manuals. d. Has published and distributed descriptive literature and equipment specifications on the equipment. Any equipment or service as applicable must be in compliance with the Memorandum dated March 6th 2025 Subject: Electronic Health Record Modernization Standardization (VIEWS 12862405). Requirements: Description/Part Number* M3175 - Electrosurgical Unit, Dual Output, with mobile stand M8523 - Evacuation System, Smoke, Surgical Delivery & Installation Specifications: Electrosurgical Unit, Dual Output, with mobile stand General System Requirements Shall be a microprocessor-controlled electrosurgical generator capable of delivering monopolar and bipolar energy Shall support advanced vessel sealing technology for ligation of vessels up to 7 mm in diameter Shall provide automatic tissue sensing technology to adjust energy delivery in real time Shall be designed for use in open and laparoscopic surgical procedures Shall be hospital-grade and compliant with all applicable FDA and UL safety standards Energy Modalities Shall provide the following energy modes at minimum: Monopolar Cut Monopolar Coagulation Bipolar Coagulation Advanced Bipolar Vessel Sealing Shall include multiple waveform options for precise tissue effects (e.g., blend, spray, desiccate) Shall support simultaneous or independent activation of monopolar and bipolar outputs Output Performance Shall deliver a minimum power output comparable to 300 watts monopolar Shall provide adjustable power settings with digital control Shall include automatic power adjustment based on tissue impedance Shall provide consistent energy delivery across varying tissue types Vessel Sealing Capability Shall seal vessels up to 7 mm diameter Shall provide audible and/or visual feedback indicating completion of seal cycle Shall include integrated safety mechanisms to prevent incomplete sealing Shall support compatible vessel sealing instruments User Interface & Controls Shall include a digital touchscreen or equivalent user interface Shall allow programmable presets for commonly used procedures Shall display real-time output settings and system status Shall provide intuitive controls for rapid intraoperative adjustments Safety Features Shall include return electrode monitoring (REM) for patient safety Shall include audible and visual alarms for fault conditions Shall provide automatic shutoff or fault detection in case of unsafe conditions Shall meet IEC 60601-1 and related medical electrical equipment standards Compatibility & Connectivity Shall be compatible with: Standard monopolar handpieces Bipolar forceps Advanced vessel sealing instruments Shall support footswitch and/or hand activation controls Shall include multiple output ports to allow connection of various instruments Shall integrate with OR workflow systems if applicable Shall include at minimum: Power cord Footswitch Patient return electrode cables Necessary adapters for monopolar and bipolar instruments Shall be compatible with disposable and reusable accessories mobile cart DOM BIP footswitch for Force Gen 1 Reusable hand switching Pencil Disposable Hand switching X50 Evacuation System, Smoke, Surgical The system shall be a portable surgical smoke evacuation system designed to effectively capture, filter, and remove surgical smoke plume generated during electrosurgical and laser procedures. Performance & Filtration Shall provide high-efficiency smoke evacuation with a minimum flow rate of 25-35 cubic feet per minute (CFM) or greater. Shall include a multi-stage filtration system, at minimum: Pre-filter for large particulate matter ULPA or HEPA filter with >=99.999% efficiency at 0.1-0.12 microns Activated carbon filter for odor and toxic gas removal Shall effectively capture particulate matter, viable and non-viable biological contaminants, and surgical plume gases. Vacuum & Control Features Shall have adjustable suction/vacuum levels to accommodate different surgical procedures. Shall include automatic activation capability (e.g., via electrosurgical unit interface or sensor activation). Shall include manual on/off controls with clear user interface. Shall provide filter life monitoring indicators (visual and/or audible alerts). Noise Level Shall operate at a low noise level, not exceeding approximately 60 dBA at maximum operating capacity. Portability & Physical Design Shall be a compact, lightweight, and mobile unit suitable for operating room environments. Shall include integrated handle and/or rolling cart for ease of transport. Shall have a small footprint to fit within standard OR or procedure room layouts. Compatibility Shall be compatible with standard surgical smoke evacuation tubing and accessories. Shall support use with electrosurgical units, laser systems, and other plume-generating devices. Shall accommodate various inlet port sizes and adapters. Power Requirements Shall operate on standard 120V AC, 60 Hz electrical power (U.S. standard). Shall include hospital-grade power cord and plug. Consumables & Maintenance Shall use replaceable filter cartridges with easy access for maintenance. Shall provide clear instructions for filter replacement and maintenance intervals. Shall not require specialized tools for routine maintenance. White Glove Delivery & Installation Delivery shall be freight on board (FOB) Destination. Installation Address: Harry S Truman VA Medical Center - Multi-Specialty CBOC Rolla 13063 Old Wire Rd Rolla, MO 65401-000 White glove installation shall be included for all products provided under this award. 3.0 Work Hours: Normal business hours are 8:00AM to 4:30PM Monday thru Friday excluding Federal Holidays. Work completed outside this time shall be requested through the point of contact. 4.0 Delivery and Receiving: Delivery and receipt of the proposed items is anticipated to be directed to the warehouse, which is to-be-determined. Confirmation of delivery location will be provided by the VA POC post-award. Delivery must be coordinated with VA Activations POC. Any item that has not been coordinated will be turned away and any additional charges will be the responsibility of the sender/transportation company.
