Sources Sought Notice Page 1 of 2 SOURCES SOUGHT NOTICE (MARKET RESEARCH ONLY) Project Title: Bid-Build Services, Construct LINAC Room and Support Spaces at Lake Nona Project Number: 675CSI 134 Notice Type: Sources Sought (Not a Request for Proposals) Set Aside: Service-Disabled Veteran Owned Small Business NAICS: 236220 Commercial and Institutional Building Construction (Size Standard: $45.0M) PSC: Z2DA Repair or Alteration of Hospitals and Infirmaries Period of Performance (POP): 365 calendar days from Notice to Proceed (NTP) Location: Orlando VA Healthcare System, 13800 Veterans Way, Orlando, FL 32827 1. Purpose Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. The Government may or may not issue solicitation documents. The Department of Veterans Affairs (VA) is conducting market research to identify Service-Disabled Veteran-Owned Small Business (SDVOSB) firms capable of performing Bid Build construction services for the expansion of Radiation Oncology services at the Orlando VA Healthcare System. This notice is issued solely for information and planning purposes under FAR 15.201(e). It is not a solicitation, does not commit the Government to contract award, and no reimbursement will be made for any costs associated with responding. The Government is specifically seeking information to determine whether adequate SDVOSB participation exists to support setting aside the future procurement exclusively for SDVOSB firms in accordance with 38 U.S.C. 8127, VAAR Part 819, and VA Policy ( Veterans First Contracting Program ). 2. SDVOSB Set Aside Consideration The Government intends to assess whether this requirement can be set aside for SDVOSB concerns. Respondents must be certified in the VA VetCert program under NAICS 236220 or demonstrate a clear path to certification prior to any solicitation. Respondents must demonstrate ability to comply with VAAR 852.219-74 Limitations on Subcontracting, including performing at least 15% of the cost of the contract with the SDVOSB's own personnel. 3. Project Overview The project will expand Radiation Oncology Service space by approximately 7,000 square feet, including construction of a new Linear Accelerator (LINAC) room, a new PET/CT room, and support spaces such as exam rooms, restrooms, dressing rooms, sub-waiting rooms, and reception areas. The expansion includes all utilities and infrastructure needed to support clinical equipment. Work must comply with VA Radiation Therapy Design Guides. Alternates: Alternate 1: Delete rubber treads in stairs. Alternate 2: Remove entire interstitial floor. Alternate 3: Remove Rooms 1S220 through 1S228 to create one LA. Alternate 4: Deduct for-site improvements from Radiology project. 4. Contractor Requirements (Capability Statement) Respondents shall submit a capability statement (max 10 pages or less, excluding cover page) addressing: Company Information: Name, address, point of contact, UEI, and active SAM.gov status. Business Size/Type: Confirmation of SDVOSB status under NAICS 236220 (VetCert). Bonding Capacity: Single project and aggregate capacity. Relevant Experience: At least three comparable healthcare construction projects with radiation shielding, LINAC or PET/CT work, OEM coordination, ICRA/ILSM compliance, and MEP integration. Key Personnel: Qualifications for PM, superintendent, QC manager, safety officer, and MEP leads. Technical Approach: Understanding of healthcare construction, phasing, infection control, radiation shielding installation, OEM integration, commissioning, long lead coordination, and ability to meet the 365 day POP. Limitations on Subcontracting Compliance: Description of how your firm will satisfy VAAR 852.219 74 requirements. Capacity to Perform: Demonstration of ability to mobilize and perform at the Orlando VA Healthcare System location. 5.
