Page 4 of 4 Page 1 of 2 Under Statutory Authority 41 U.S.C. 1901 the VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Change Healthcare Technologies, LLC for the Picture Archiving and Communication System (PACS) support to the facilities throughout VISN 12 and certain CBOC locations that have a Radiology PACS system presence on-site. Support includes all product and operating system licensing, software updates, hardware replacements, technical support, downtime resolution, and clinical applications support; for which Change Healthcare Technologies, LLC, as the OEM, is the only authorized provider. This procurement is being conducted in accordance with FAR Part 12.102 Restricting Competition, and no other vendor will satisfy agency requirements. The NAICS Code is 811210. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and services to the Contracting Officer by 10:00am CDT on 08/06/2026. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. This evidence shall include the following: A letter from the Original Equipment Manufacturer (OEM) stating vendor is an authorized distributor per clause 852.212-71(c). Proof the firm can provide licensing and software updates. Proof all technical personnel are OEM certified. Proof the firm can utilize OEM s billable service, if using. Proof the firm can provide OEM hardware, if necessary. Responses received will be evaluated, however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source negotiation with Change Healthcare Technologies, LLC. This procurement is for new Original Equipment Manufacturer (OEM) items only. No gray market items shall be provided. Gray market items are OEM goods intentionally or unintentionally sold outside an authorized sales territory or sold by non-authorized dealers in an authorized sales territory. (b) No counterfeit supplies or equipment/parts shall be provided. Counterfeit items include unlawful or unauthorized reproductions, substitutions, or alterations that have been mismarked, misidentified, or otherwise misrepresented to be an authentic, unmodified item from the original manufacturer, or a source with the express written authority of the original manufacturer or current design activity, including an authorized aftermarket manufacturer. Unlawful or unauthorized substitutions include used items represented as new, or the false identification of grade, serial number, lot number, date code, or performance characteristics. (c) Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. (End of clause)
