Description

NOTICE OF INTENT TO AWARD TO A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source, and no other supplies or services will satisfy agency requirements. The US Fish and Wildlife Service (USFWS) Division of Facilities, Equipment, and Transportation, in Falls Church, VA, intends to award a firm fixed price base plus four (4) option years contract to Bridge Intelligence, LLC d/b/a AssetIntel to furnish: A FEDRAMP-authorized cloud-based bridge portfolio management system (BMS) for the National Bridge Safety Program of the U.S. Fish and Wildlife Service (FWS). This management system will be used by both Service personnel and external consultants hired under separate contract to perform inspections and perform data collection. The FWS uses of this system will be for: (1) the scheduling and inspection reviews of a 770+ portfolio of structures; (2) the maintenance, tracking, and updating of Federal Highway Administration (FHWA) National Bridge Inventory (NBI) reportable data; (3) decision support for investments on repairs or replacements, and (4) annual FHWA NBI data reporting required annually to the FHWA UPACS system. Please see the attached Single Source Justification form for further detail. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000. Interested parties may identify their interests and capability to respond to this requirement within ten (10) calendar days of the publication of this notice. Any response to this notice must show clear and convicting evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government.
