Biohazardous Waste Pickup and Disposal Services

This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is for one (1) Firm-Fixed-Price (FFP) purchase order for biohazard waste pickup, removal and disposal services to support the Warm Springs Health and Wellness Center (WSH&WC) at the Warm Springs Service Unit (WSSU), Warm Springs, Oregon. The purpose of this requirement is to provide biohazard waste management services to ensure proper handling, removal, transportation, and disposal of biohazard waste while supporting ongoing clinical operations and compliance with applicable Federal, State, Local, Tribal, and IHS regulations and standards (See attachments for details). PERFORMANCE WORK STATEMENT BIOHAZARD WASTE PICKUP, REMOVAL, AND DISPOSAL SERVICES WARM SPRINGS SERVICE UNIT (WSSU) I. BACKGROUND The Warm Springs Health and Wellness Center s mission is to provide an innovative, caring, and diverse healthcare system that is trusted and responsive to the needs of the community. The Warm Springs Health and Wellness Center is a primary care clinic that provides quality healthcare to all eligible American Indians and Alaska Natives in the Warm Springs Service Unit Area. The Warm Springs Health and Wellness Center provides a comprehensive system of healthcare services including medical, dental, optometry, pharmacy, laboratory, radiology, podiatry, and community health services. The Warm Springs Service Unit generates removal, transportation, and disposal of biohazard waste in accordance with applicable Federal, State, Local, Tribal, and IHS requirements. Due to the ongoing need for proper management and disposal of biohazard waste generated through clinical operation, the Warm Springs Service Unit requires contracted biohazard waste pick up, removal, transportation, and disposal services to ensure safe, timely, and complaint disposal of biohazard waste and support continued healthcare operations. II. OBJECTIVE The objective of this contract is to provide safe, timely, and compliant management of biohazard waste generated by the Warm Springs Health and Wellness Center. The contractor shall provide services necessary to support the proper management and disposal of biohazard waste in accordance with applicable Federal, State, Local, Tribal, and IHS requirements. The contractor shall provide biohazard waste disposal services as coordinated with the Contracting Officer s Representative (COR). III. PERIOD OF PERFORMANCE AND LOCATION A. Location Services shall be performed at: Warm Springs Health and Wellness Center 1270 Kot-Num Road Warm Springs, OR 97761 B. Period of Performance The period of performance shall be one (1) year base period with four (4) one-year option periods, for a total potential period of performance of five (5) years. The base period shall begin on the date of award. The option periods may be exercised by the Government in accordance with the terms and conditions of the contract. C. Clinic Schedule Clinic hours are generally: Monday, Tuesday, Thursday, Friday: 8:00 AM 5:00 PM Wednesday: 12:00 PM 5:00 PM The contractor shall coordinate the biohazard waste pickup schedule with the Contracting Officer s Representative (COR). Pickup services shall be performed in accordance with the schedule established by the COR and the contractor to ensure timely removal of biohazard waste. IV. PERFORMANCE-BASED REQUIREMENTS A. Performance Objectives The Contractor shall provide comprehensive performance-based biohazard waste management services that ensure the safe, timely, and compliant handling and disposal of biohazard waste generated by the Warm Springs Health and Wellness Center (WSSU). The Contractor shall achieve measurable outcomes consistent with applicable Federal, State, Local, Tribal, and Indian Health Service (IHS) requirements and accepted standards for biohazard waste management and disposal. Performance shall be evaluated based on timely service, proper handling and removal of biohazard waste, compliance with applicable regulatory requirements, proper disposal practices, documentation accuracy, and timely resolution of service issues. This avoids carrying over the language such as patient access, clinical outcomes, nursing practice, and clinical productivity, which don't apply to the biohazard waste contractor. B. Performance Standards The Contractor shall: To perform biohazard waste collection services scheduled in a timely and consistent manner; Properly handle, collect, transport, and dispose of biohazard waste in accordance with applicable Federal, State, Local, Tribal, and I.H.S. requirements; Maintain compliance with applicable environmental, health, safety, and biohazard waste management requirements; Use appropriate equipment, containers, vehicles, and handling procedures to prevent spills, leaks, exposure, or contamination; Maintain the cleanliness and integrity of waste collection areas and containers during the performance of services; Provide required documentation, manifests, disposal records, or other records demonstrating proper collection, transportation, treatment, and disposal of biohazard waste, as applicable; Promptly report any spills, damaged containers, missed collections, safety incidents, or other conditions that may affect the proper handling or disposal of biohazard waste; Maintain all required permits, licenses, registrations, certifications, and authorizations necessary to perform biohazard waste collection, transportation, treatment, and disposal services throughout the contract period. Performance deficiencies identified by the Government may require corrective action plans and may impact continuation of services. V. Tasks A. General Requirements The contractor shall provide biohazard waste management and disposal services in a safe, responsible, professional, and timely manner consistent with applicable Federal, State, Local, Tribal, and IHS requirement and accepted standards for biohazard waste management, transportation, and disposal. The contractor shall: Provide for the pickup, removal, transportation, and disposal of biohazard waste generated by the Warm Springs Health and Wellness Center; Handle and transport biohazard waste in accordance with applicable Federal, State, Local, Tribal, and IHS requirements; Ensure biohazard waste is properly contained, handled, transported, and disposed of in accordance with applicable requirements; Provide all necessary labor, equipment, supplies, containers, and transportation required to perform the services; Maintain required documentation and records associated with the pickup, transportation, and disposal of biohazard waste; Coordinate the waste pickup schedule with the Contracting Officer s Representative (COR); Promptly notify the COR of any issues, spills, damaged containers, missed pickups, or other conditions that may affect the safe and timely removal of biohazard waste; Comply with all applicable Federal, State, Local, Tribal, and IHS requirements governing biohazard waste management, transportation, and disposal. The contractor shall maintain all required documentation related to the pickup, removal, transportation, and disposal of biohazard waste in accordance with applicable Federal, State, Local, Tribal, and IHS requirements and WSSU procedures. B. Biohazard Waste Disposal Services 1. Biohazard Waste Task Requirements The Contractor shall provide biohazard waste pickup, removal, transportation, and disposal services in accordance with the requirements of this Performance Work Statement and all applicable Federal, State, Local, Tribal, and IHS requirements. Biohazard waste disposal responsibilities include, but are not limited to: Providing all necessary labor, equipment, supplies, containers, and transportation required to perform the services; Picking up biohazard waste from designated collection areas at the Warm Springs Health and Wellness Center; Properly handling, removing, transporting, and disposing of biohazard waste in accordance with applicable requirements; Maintaining appropriate procedures for the safe handling and transportation of biohazard waste; Providing required documentation associated with the pickup, removal, transportation, and disposal of biohazard waste; Coordinating the service schedule with the Contracting Officer s Representative (COR); Promptly notifying the COR of missed pickups, spills, damaged containers, or other issues that may affect the safe removal, transportation, or disposal of biohazard waste; and, Complying with all applicable Federal, State, Local, Tribal, and IHS requirements governing biohazard waste management, transportation, and disposal. 2.
