Notice of Intent to Sole Source: WaveMark Equipment License Service Agreement AGENCY: Department of Veterans Affairs NCO 6, HSA 2.1, In Support of, Richmond VA Medical Center. North American Industry Classification Code (NAICS): 811210 (Electronic and Precision Equipment Repair and Maintenance) Product Service Code (PSC): J065 (Maint/Repair/Rebuild of Equipment- Medical, Dental, And Veterinary Equipment and Supplies) SBA Size Standard: $34.0 Million NOTICE: In alignment with the ongoing Revolutionary FAR Overhaul (RFO) efforts and in accordance with the overhauled principles of transparency and competition as outlined therein, the Department of Veterans Affairs (VA) is hereby posting its intent to award a sole source procurement to WaveMark Inc, 300 Baker Ave, Ste 207, Concord, MA 01742, UEI: LGNZKY4RM3U3/CAGE Code: 6E6K0. Under the authority of RFO 6.301-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as well as the Veterans Affairs Acquisition Regulation (VAAR) 806.302, the VA has determined that this requirement for WaveMark Clinical Supply Chain Solutions Equipment, License, Maintenance service is unique to WaveMark Inc., DBA Cardinal Health, Inc. (7000 Cardinal Pl, Dublin, OH 43017 UEI: N25KC4APTJ98/CAGE Code: 00E55) and cannot be reasonably met through open competition. This determination follows due diligence and comprehensive market research in accordance with RFO 10, as reflected in current RFO guidance and recent best practices published on SAM.gov. BACKGROUND AND REQUIREMENT: The requirement is for WaveMark, Inc s IntelliWave Equipment, License, Maintenance service for WaveMark Clinical Supply Chain Solutions. This system uses specialized RFID software developed by WaveMark, to address medical supply inventory in real time. This system requires updates and maintenance that only WaveMark s specialized technicians can conduct and accomplish. WaveMark Inc is a subsidiary of Cardinal Health, Inc which have proprietary rights to WaveMark Clinical Supply Chain Solutions which supports the VA s mission of delivering world-class healthcare and benefits to Veterans. This will be a Firm-Fixed Priced Purchase order The period of performance is anticipated to be August 17, 2026 through August 16, 2027, for base plus four option years, with an estimated value of $142,740; total contract value of $713,700. JUSTIFICATION AND RFO ALIGNMENT: The modernization of the Federal procurement landscape, as emphasized by recent Revolutionary FAR Overhaul initiatives, encourages diligent exploration of commercial and innovative solutions. Despite extensive outreach and market research efforts the VA has identified WaveMark, Inc as the sole provider due to the vendor holds exclusive licensing and distribution rights for its software and related maintenance services, meaning no other vendor is authorized or capable of providing the required licenses, upgrades, or technical support. Procuring these specialized products and services from any other vendor would risk incompatible performance, increased security vulnerabilities, and potentially disrupt patient care and supply chain efficiency. This action is taken in compliance with transparency and accountability requirements of the current acquisition policy environment and is in furtherance of the VA s dedication to maximizing value for Veterans and taxpayers. RESPONSES AND MARKETPLACE ENGAGEMENT: This notice of intent to award a sole source contract is not a request for competitive quotations or proposals. However, in consonance with RFO 5.201, interested parties may identify their interest and capability to fulfill this requirement by submitting a capability statement via email to Robert morgan at robert.morgan@va.gov, no later than August 14, 2026, by 3:30 PM EST. Responses will be reviewed for consideration in the Government s assessment of the marketplace and may inform future procurement decisions. ADDITIONAL INFORMATION: This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available, and telephone requests will not be honored. No award will be made based on unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. A determination by the Government not to compete this proposed procurement is solely within the discretion of Veterans Affairs. The information received will be used solely for purposes of determining whether to proceed with competitive solicitation.
