Description

Pre-Solicitation Synopsis: Oil Well Plugging at BISO. (See SAM.GOV Notice ID DOIPFBO260024 for the associated Sources Sought Announcement) IAW FAR 5.203(a), the National Park Service hereby posts this synopsis to be active for a period of 15 days. This is a Pre-Solicitation Synopsis; no response to this Notice is re-quired. The National Park Service intends to issue an Invitation for Bid (IFB) for Oil Well Plugging at Big South Fork National River and Recreation Area (BISO). Work consists of plugging and reclaiming 16 wells and the re-entry and re-plugging of one (1) well. SOLICITATION NUMBER: To Be Determined. PROJECT MAGNITUDE: Between $5,000,000.00 and $10,000.000.00. TYPE OF CONTRACT: This will be a firm-fixed price Construction contract. Construction Wage Rate Requirements (formerly David Bacon Act) will apply. The North American Industry Classification System (NAICS) CODE Classification and SET ASIDE: The NAICS is 213112 The project is likely to be set-aside for 100% Total Small Business, using the NAICS Size Standard of $47M. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend in order to inspect the site and ensure they fully understand the requirement and conditions. The site visit may be done virtually, via MS TEAMS. PUBLICIZING: The official solicitation and its attachments will most likely be issued and available in October 2026. REGISTRATIONS: In order to be awarded a contract, offerors are reminded that they must have a UEI number. In addition, the offeror must be registered and active in SAM.Gov and have completed their Online Representations and Certifications at the time of the solicitation closing date.
