Description

This notice is cancelled. Pre-Solicitation Notice for the notice of intent to award a sole source contract. This is not a solicitation. Regional Procurement Office (RPO) East Research and Development Contracting Division intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Evolvable Solutions, LLC, 2231 Shadow Oaks Road, Sarasota, Florida, 34240-9327 for online clinical decision support tool development and maintenance to provide technical services for the Rehabilitation Research and Development Team at the Center for Limb Loss and MoBility (CLiMB), VA Puget Sound Healthcare System (Seattle). There are very few web-based decision support tools, and even fewer tools that integrate tailored statistics and complex algorithms across platforms. Over the years, Evergreen Design LLC has created several complex online tools that are utilized daily for VHA nationwide. Specifically, Evergreen Design has worked with the Seattle Research & Development team and created an assemblage of online tools, which currently serves over 8000 unique users in clinical context. The owner of Evergreen Design has retired, and the subject matter experts under Evergreen Design formed Evolvable Solutions, LLC. With its combination of software engineering and web-development skills specific to decision aids and decision support tools, Evolvable Solutions experience and ability to overcome implementation issues will help ensure that the final product can and will be used in a clinical context. The AMPREDICT, PROPREDICT and SARC prediction models were developed under Contract 36C24E23P0149, which is in its third year of performance and will expire 9/27/2026. Given that the proposed new tool would be developed and accessed from the web portal already created and maintained by the programmers under the current contract, it is integral that Evolvable Solutions creates the new tool, as well as provide continued maintenance of the R & D team s suite of tools, such that clinician access remains consistent and uncompromised across all tools. This is a notice of intent and is not a request for competitive quotes; however, any responsible source who believes they are qualified to meet this unique need may submit a capability statement to the contracting office no later than Tuesday, September 1, 2026, 11:59AM Eastern Time. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
