Notice of Intent to Sole Source Requirement The Department of Veterans Affairs (VA), VA Healthcare System, Network Contracting Office (NCO) 10, intends to negotiate a sole source procurement under FAR Part 12, specifically FAR 12.102 Restricting Competition. LOCATION: Richard L. Roudebush VA Medical Center (RLR VAMC) Imaging/Radiology Service 1481 West 10th Street Indianapolis, IN 46202-2830 The VA Medical Center requires the procurement of OEM replacement parts for the Siemens YSIO Max X ray system, specifically the Collimator AL02 II components. The existing X ray unit is currently inoperable due to failure of the collimator assembly, and these replacement parts are required to restore the system to full operational functionality. Only OEM manufactured Siemens Collimator AL02 II components are compatible with the currently installed YSIO Max system. These parts are essential to ensuring the continued performance, safety, and reliability of radiographic imaging operations. Without a functioning collimator, X ray procedures cannot be performed, resulting in delays in patient imaging services and potential impacts on clinical care. The replacement components do not alter or upgrade the original equipment; they are required strictly to maintain and restore the existing VA owned system. Market research determined that Siemens Medical Solutions USA, Inc., is the sole source manufacturer and supplier of the Collimator AL02 II replacement parts. Siemens confirmed there are no authorized distributors, resellers, or small business suppliers capable of providing these components. Searches conducted through SBA, GSA, and the National Acquisition Center yielded no viable alternative sources. Therefore, the VA Rule of Two and SBA Rule of Two cannot be met. The associated NAICS code for this procurement is 334517 Irradiation Apparatus Manufacturing. The intended vendor is Siemens Medical Solutions USA, Inc. A firm fixed price purchase order is anticipated. It is the Government s determination that only the proposed source possesses the required capability and OEM authority to meet this requirement. The Government intends to solicit and negotiate solely with this source. This notice of intent is not a request for competitive proposals, quotations, or offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
