Description

This is a Notice of Intent to Award a Sole Source Firm Fixed Price contract in accordance with the procedures outlined in Federal Acquisition Regulation Part 12 (Acquisition of Commercial Products and Commercial Services) under the Simplified Acquisition Threshold. Description of Requirement The United States Marine Corps, Training and Education Command (TECOM), has a requirement for print and online advertising services to support the recruitment of Marine Corps Junior Reserve Officer Training Corps (MCJROTC) instructors. The scope of work involves purchasing and placing targeted recruitment advertisements in Leatherneck magazine and The Marine Corps Gazette to reach a specific audience of active duty, retired, and former Marines eligible to serve as instructors in support of the MCJROTC Program of Instruction. Intended Sole Source Vendor The Government intends to award this contract on a sole-source basis to: Marine Corps Association 715 Broadway Street Quantico, VA 22134 Justification for Sole Source: The Marine Corps Association is the publisher and exclusive provider of advertising space within Leatherneck magazine and The Marine Corps Gazette. Market research indicates that while other military publications exist, they cater to a broader military audience and do not specifically target the unique Marine Corps demographic required for this recruiting effort. These two publications are uniquely positioned to reach the specific population from which the MCJROTC program recruits its instructors. Consequently, the Marine Corps Association is the only source capable of providing the highly targeted advertising access necessary to meet the government's requirements. Capability Statement Submission This notice is not a request for competitive proposals or quotations. However, all interested and responsible sources may submit a capability statement, proposal, or quotation, which the agency will consider if received by the response deadline. Submissions must explicitly demonstrate the vendor's ability to provide advertising services that: Can provide both print and online advertising reach and circulation equivalent to Leatherneck magazine and The Marine Corps Gazette. Can effectively and exclusively target a concentrated demographic of active duty, retired, and former United States Marines suitable for MCJROTC instructor recruitment, rather than a generalized or multi-branch military audience.
