This requirement is conducted under Federal Acquisition Regulation (FAR) 13.106-1(b). This is a notice of intent to negotiate a sole source procurement only and is not a request for competitive quotations. However, contractors may submit an interest letter and a capabilities statement. The submission must demonstrate your organizations' ability to perform the service as described within this notice. All interested organizations must respond to this Special Notice by September 14, 2026, at 12:00 P.M., Mountain Standard Time (MST); email directly to both the Contract Specialist and Contracting Officer listed above. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. The Wyoming Army National Guard shall not reimburse for any cost(s) connected with providing the capability information. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's capability to perform the work. The Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Description: The Wyoming Air National Guard intends to negotiate a 100% total small business set-aside on a sole-source basis under the authority of FAR 13.106-1(b) with EAB for the services listed below: Twelve months of digital advertising services for the Wyoming Air National Guard Recruiting & Retention Office. EAB is the only media company with exclusive advertising rights for school kiosks in the targeted area based on geo-fencing. The Government will use simplified acquisition procedures to procure this service. The anticipated award date is September 25, 2026. The requirement is assigned a NAICS code of 541810, with a size standard of $25.5M.
