Answers to questions received prior to this amendment will be posted in a subsequent amendment when available. This is a combined synopsis/solicitation for commercial products prepared in accordance with Revolutionary FAR Overhaul (RFO) Subpart 12.2. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. This acquisition is 100% set aside for Small Business Concerns. The North American Industry Classification System code associated with this requirement is 811420 - Reupholstery and Furniture Repair. The Small Business Size Standard associated with this NAICS is $9,000,000. The 5th Bomb Wing Chapel has a requirement to refresh the pews in the Northern Lights Chapel on Minot Air Force Base, ND. The requirement includes removal and replacement of old upholstery on pews, clergy seats, and kneelers with the option of refinishing the wood of the pews. Quoters are instructed to review the solicitation document and all attachments in their entirety. All questions regarding the solicitation must be submitted in writing to the Government Points of Contact (POCs) listed on the solicitation. To be eligible for award, Quoters must provide a brief technical narrative describing how they will meet the requirements outlined in the Performance Work Statement (PWS) and Appendix A along with their past experience performing similar work. The Government's preferred level of experience is a Quoter who has shown experience refinishing the upholstery on church pews for a minimum of three (3) completed, large reupholstery projects (e.g., chapel or similar facilities). Quoters should submit their pricing using the line items in the solicitation or in a similar format, including their proposed period of performance stated in the number of calendar days After Date of Contract (ADC), by the due date and time established in the solicitation. The Government intends to award a single, firm fixed price (FFP) purchase order to the responsible Quoter whose quote represents the best value to the Government. Best value will be determined by considering price, past performance, quality of proposed products and services, and conformance of the quote to the solicitation and all attachments.
