Description

This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with the following vendor: Metabolon, Inc. Acquisition Description: The TBHP Branch (TBHP) requests the purchase of a contract for Metabolon, Inc., to perform untargeted metabolomics analysis of human fecal samples. The materials will be used in a collaborative protocol between the NIH Clinical Center TBHP Branch, the National Institute of Diabetes and Digestive and Kidney Diseases, and the National Heart, Lung, and Blood Institute to quantify and compare microbiome-derived metabolites and dietary xenobiotics in diets primarily consisting of unprocessed and ultra-processed food to investigate metabolic pathways altered by ultra-processed diets. The metabolomics analysis needs to be able to: Detect and quantify a broad panel of small-molecule metabolites (including dietary xenobiotics and microbiota-derived compounds) in fecal samples Enable simultaneous analysis of a large array of cytokines, chemokines, and metabolites in small sample volumes Interface with Thermo Fisher Scientific Luminex platforms for downstream immune/metabolic biomarker analysis Provide comprehensive untargeted metabolite coverage validated for use with human fecal samples. The statutory authority for this sole source requirement is 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-CC-OLAO-26-008751) by 12:00 PM eastern standard time on 08/31/2026 to: valerie.gregorio@nih.gov. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
