Title: Farrar Cyclone Forced Air Ultra-Low Freezer for the Department of Transfusion Medicine Notice ID (POTS): 26-006077 Product Service Code (PSC): 4110 Refrigeration Equipment NAICS Code: 333415 Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing Place of Performance: National Institutes of Health Clinical Center Department of Transfusion Medicine Bethesda, MD 20892 Notice The National Institutes of Health (NIH), Clinical Center, Office of Purchasing and Contracts, intends to award a sole-source firm-fixed-price purchase order to Helmer for the procurement of a Farrar Cyclone Forced Air Ultra-Low Freezer, including delivery, setup, and a service plan, for use by the Department of Transfusion Medicine. The freezer will be used to store supplies, reagents, and blood products that support patient care at the NIH Clinical Center. Requirement The Department of Transfusion Medicine requires a high-quality ultra-low temperature freezer that meets all applicable regulatory and licensing requirements for the storage of critical laboratory supplies, reagents, and blood products used in patient care. The procurement includes: Farrar Cyclone Forced Air Ultra-Low Freezer, Model FCF133 (33 cu. ft.) Delivery and installation Manufacturer service plan Sole-Source Rationale The Department of Transfusion Medicine supports patient care and clinical research by maintaining regulated storage conditions for blood products and laboratory reagents. Helmer is an industry leader in transfusion medicine storage equipment, and its equipment meets the Department's regulatory and licensing requirements. The Government determined that Helmer is the only source reasonably available to satisfy the agency's requirements for this acquisition. Authority This acquisition is being conducted in accordance with FAR 13.106-1(b)(1)(i), which permits contracting officers to solicit from a single source for acquisitions not exceeding the Simplified Acquisition Threshold when only one source is reasonably available. Capability Statements This notice is not a request for competitive quotations or proposals. Responsible sources that believe they are capable of satisfying the Government's requirement may submit a capability statement demonstrating their ability to provide an equivalent product meeting all technical, regulatory, and performance requirements. The Government will evaluate all timely capability statements solely for the purpose of determining whether to conduct a competitive procurement. Submission Instructions Capability statements shall reference POTS No. 26-006077 and must be submitted electronically no later than August 15, 2026, at 6:00 a.m. Eastern Time (ET).
