Description

1.0 General Information 1.1 Combined Synopsis/Solicitation This document constitutes a combined synopsis/solicitation for commercial services prepared in accordance with the Revolutionary FAR Overhaul (RFO) FAR 12.202(b)(1) and RFO FAR 12.203. This is the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). 1.2 Solicitation Number W912J326QA005 1.3 Governing Regulations This solicitation is governed by the regulations effective February 1, 2026, under Class Deviation 2026-O0028 Revolutionary FAR Overhaul (RFO) Part 12, RFO FAR Part 31 (Contract Cost Principles), and DFARS Part 212. 1.4 Small Business Classification This acquisition is a 100% total small business set-aside. 1.4.1 NAICS Code: 541810 Advertising Agencies 1.4.2 Size Standard: $25.5 Million 1.4.3 Product Service Code (PSC): R701 Support Management: Advertising 1.5 System for Award Management (SAM) 1.5.1 To be eligible for award, all offerors must have an active and complete registration in the System for Award Management (SAM) at https://sam.gov/. The Contracting Officer (KO) will verify the prospective awardee s registration in SAM prior to award. Failure to have an active SAM registration at the time of quote submission or award will result in the quote being deemed ineligible for award. 1.6 Questions and Inquiries Submit all technical, administrative, and contractual questions via email to SFC Amber N. Sena at amber.n.sena.mil@army.mil. 1.6.1 Questions Due Date: September 9, 2026, at 4:00 PM MDT. 1.6.2 Questions received after this deadline may not be addressed by the Government. All answers will be posted via formal amendment to SAM.gov. 1.7 Quote Submission Submit completed quotes via email directly to SFC Amber N. Sena at amber.n.sena.mil@army.mil. 1.7.1 Quote Due Date: September 15, 2026, at 4:00 PM MDT. 1.7.2 Vendor Responsibility: It is the quoter s absolute responsibility to ensure that the Government receives the complete quote before the deadline and to monitor SAM.gov for any amendments to this solicitation. 2.0 Requirement Description 2.1 General Requirement The Contractor shall provide a dedicated Multimedia Marketing Specialist to support the Recruiting and Retention Battalion (RRBN) of the New Mexico Army National Guard (NMARNG), as defined in the attached Performance Work Statement (PWS) (Attachment 2). The Specialist will serve as the primary on-site content creator and local event marketer, producing localized graphic/video assets, feeding content to the prime Marketing Agency, and facilitating immediate, on-the-ground lead engagement. 2.2 Contract Type The Government intends to award a single, Firm-Fixed-Price (FFP) purchase order. 2.3 Period of Performance The period of performance consists of one (1) 12-month Base Period, four (4) 12-month Option Periods, and one (1) 6-month Option Period for a total maximum duration of sixty-six (66) months. 2.3.1 CLIN 0001 - Base Period (12 Months): September 25, 2026 September 24, 2027 2.3.2 CLIN 1001 - Option Year 1 (12 Months): September 25, 2027 September 24, 2028 2.3.3 CLIN 2001 - Option Year 2 (12 Months): September 25, 2028 September 24, 2029 2.3.4 CLIN 3001 - Option Year 3 (12 Months): September 25, 2029 September 24, 2030 2.3.5 CLIN 4001 - Option Year 4 (12 Months): September 25, 2030 September 24, 2031 2.3.6 CLIN 5001 - Option Period 5 (6-Month Extension): September 25, 2031 March 24, 2032 2.4 Place of Performance: Work locations will be either the Santa Fe, NM or Albuquerque, NM area. Contractor personnel may be required from time-to-time to temporarily work from alternate locations within the State of New Mexico. The NMARNG warrants it shall not require performance at locations exceeding 75 miles commuting distance from the primary locations. 2.5 Budget Parameter: The established budget parameter for the Base Period of this acquisition is $100,000.00 to $120,000.00. Quoters are advised that pricing should reflect this parameter, and any quote with a Base Period price. The Government reserves the right to award a purchase order to an offeror outside the budget perimeter if it finds it the most advantageous to the Government. 3.0 Quote Submission Instructions 3.1 Completeness: Quoters must submit all requested information as part of their quote package. Incomplete quotes or quotes that fail to address all material aspects of the PWS may be deemed unacceptable and excluded from comparative evaluation. Do not submit extraneous marketing materials, brochures, or documents not explicitly requested by this solicitation. 3.2 Pricing Instructions 3.2.1 Schedule: Quoters must provide firm-fixed pricing for the Base Period (Contract Line Item Number) (CLIN 0001), Option Years 1 4 (CLINs 1001 4001), and the 6-Month Option Period (CLIN 5001). Pricing must be entered directly into the Pricing Schedule in Section 7.0 of this document or within the provided SF 1449. 3.2.2 Total Evaluated Price (TEP): Quoters must calculate and include a Total Evaluated Price representing the sum of CLIN 0001, CLIN 1001, CLIN 2001, CLIN 3001, CLIN 4001, and CLIN 5001. The Government will evaluate quotes for award purposes by adding the total price for all option periods to the total price for the basic requirement. 3.2.3 Travel Cost Integration: This is a Firm-Fixed-Price (FFP) contract. The travel, lodging, per diem, and mileage costs must be factored directly into the Contractor s firm-fixed-price quote from the requirements outlined in section 5.4 and 5.4.1 of the PWS. 3.3 Quote Page Limitations and Formatting Requirements: To ensure a fair and timely comparative evaluation, quoters must strictly format their submissions on standard 8.5 x 11-inch pages with exactly one (1) inch margins on all sides, utilizing 12-point Times New Roman font for all body text (graphics, tables, and charts may use a minimum of 10-point Arial or Times New Roman font). Submissions must be single-spaced with a double space between paragraphs, formatted in searchable Adobe PDF (.pdf) or Microsoft Word (.docx), and strictly adhere to the following limits: Factor 1 (Technical Capability) is limited to a maximum of twenty (20) pages, Factor 2 (Experience) is limited to a maximum of two (2) pages, and Factor 3 (Price) has no page limit but must be complete. Pages exceeding these limits will be severed from the quote and will not be evaluated; furthermore, any attempt to bypass these limits using narrow margins, compressed spacing, or microscopic text will be viewed as a significant weakness during the comparative evaluation or may lead to the quote being excluded from further consideration. 4.0 Evaluation Factors for Award - In accordance with RFO FAR 12.203, the following factors will be used to evaluate quotes: 4.1 Factor 1: Technical Capability - The Government will evaluate the quoter s technical capability based on how effectively the quoted solution meets the Government s requirements as defined in the PWS. The Government will perform a comparative evaluation of all submitted quotes. 4.1.1 Technical Solution and PWS Omissions Instruction: To facilitate a thorough comparative evaluation, if a quoter's quoted solution does not address all requirements or excludes any portion of a requirement listed in the Performance Work Statement (PWS) to stay within the budget perimeter, the quoter MUST provide a specific, itemized list identifying every requirement or partial requirement that will not be performed. This list must explicitly reference the precise PWS paragraph numbers and titles for each excluded item. Failure to clearly and exhaustively identify omitted tasks or part of a task could be considered a significant weakness during the comparative evaluation, as it prevents the Government from accurately assessing the full scope, risk, and value of the quoted solution. 4.1.2 As part of this comparative evaluation, the Government will assess the PWS requirements the quoter offers to fulfill within the budget parameter and will evaluate the impact of any omitted PWS tasks to determine which quote provides the most advantageous technical solution. In accordance with RFO FAR 12.203(a)(1), predetermined technical subfactors will not be utilized. 4.2 Factor 2: Experience - This factor evaluates the depth and relevance of the quoter's actual history in performing work similar in scope, complexity, and magnitude to this solicitation, as distinct from Past Performance, which assesses the quality of that work. The Experience submission is strictly limited to a maximum of two (2) pages. Pages exceeding this limit will be removed and will not be evaluated. Quoters must demonstrate a history of execution on similar projects, as the Government will comparatively evaluate the depth and breadth of each quoter's experience to determine which quotes represent the best value. 4.2.1 Relevant Contracts: Quoters must provide a list of up to three (3) recent and…
