Description
REQUEST FOR INFORMATION (RFI) Group LE Staff Health Insurance for U.S. Embassy Vientiane The U.S. Embassy Vientiane is conducting market research to identify qualified companies capable of providing group health insurance coverage for Locally Employed (LE) Staff and eligible dependents. Coverage must, at a minimum, include hospitals and medical facilities in Laos and Thailand. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This notice is issued solely for market research and planning purposes and does not constitute a solicitation, Request for Proposal (RFP), Request for Quotation (RFQ), or a commitment by the U.S. Government to award a contract. Responses to this RFI are voluntary and will be used to assist the Government in planning a potential future acquisition. The Government will not reimburse respondents for any costs associated with preparing or submitting a response. Participation in this RFI is not required to participate in any future solicitation. Background The U.S. Embassy Vientiane is conducting market research to better understand the capabilities of the insurance industry in providing comprehensive health insurance coverage for approximately: Employees: 280 Spouses: 225 Children: 650 The anticipated contract period, if a future solicitation is issued, is expected to consist of a one-year base period with four one-year option periods. The anticipated award timeframe is late 2027. Requested Information Interested companies are requested to submit a white paper addressing, at a minimum, the following: Available group health insurance plans. Plan specifications and coverage limits. Network hospitals and medical facilities in Laos and Thailand. Premium calculation methodology. Provider payment methodology. Optional coverages (Dental, Vision, Air Ambulance, International Coverage, Catastrophic Coverage, etc.). Age limitations and family plan options. Coverage in Thailand and international medical treatment. Claims submission and reimbursement process. Approval timelines for reimbursements, direct billing, surgeries, and emergencies. Enrollment procedures and policy issuance. Premium payment options. Ability to customize or modify insurance plans. Response Instructions Interested parties shall submit a white paper in Microsoft Word format no later than: 14 September 2026, 5:00 PM (Local Time - Vientiane, Laos) Responses shall be submitted electronically to: VientianeProcurement@state.gov Please include the following subject line: RFI Response Group LE Staff Health Insurance (Company Name) The white paper should include: Company name, address, point of contact, phone number, and email address. Company's proposed contracting strategy for providing group health insurance. Responses to all questions contained in the attached RFI. Proprietary information should be clearly identified and minimized whenever possible. All submissions become Government property and will not be returned. Questions Questions regarding this RFI shall be submitted by email to: VientianeProcurement@state.gov Verbal questions will not be accepted. Questions should be submitted no later than 1 September 2026. Responses to questions will be posted as an amendment to this notice on SAM.gov.
