Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The U.S. Fish and Wildlife Service, Acquisition & Property Operations, announces its intention to award a firm fixed price sole source contract through the Division of Realty. This contract will include a base year with four option years and is authorized under FAR Part 12.102(a) for acquisitions at or below the simplified acquisition threshold (SAT) of $350,000. Surefoot Database Consulting, Inc. 3711 Elmo RD Hopkins, Minnesota 55305 The North American Industry Classification System (NAICS) code for this requirement is 541511, Custom Computer Programming Services. The object of this sole source award is to have continued Filemaker/Claris (Filemaker) programming required for upgrading and modifying the Service wide Pre-Acquisition Tracking System (PATS) database provided by Surefoot Database Consulting Inc. The requirement is for the design, development, and deployment of the National PATS database. The PATS system functionality, provided by Surefoot, is designed specifically for the USFWS Realty Program. Surefoot has been the sole developer of the Service wide PATS system and there are no other viable alternatives. Surefoot Database Consulting possesses proprietary knowledge of the PATS database as well as extensive experience with USFWS land acquisition operations. Due to these proprietary constraints and Surefoot s unique historical familiarity with both the system and FWS acquisition processes, other vendors are not equipped to meet the technical and operational requirements of this work. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
