Description

This is a request for information (RFI) only for capabilities and experience which show potential for meeting the requirements described below. This is not a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). It is a market research tool being used to determine the availability and adequacy of potential sources for planning purposes only. Responses to this notice are not considered as offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information presented or the use of any such information. 1. Purpose The Joint Project Manager for Chemical, Biological, Radiological, and Nuclear Protection (JPM CBRN P) is conducting a market survey to identify industry capabilities, experience, and potential approaches for serving as a Product Support Integrator (PSI) and material integration support for the Chemically Protected Deployable Medical System (CP DEPMEDS) Reconfiguration and Technology Refresh effort. The Government seeks a commercial partner capable of procuring and coordinating the delivery of commercially available components; receiving, tracking, and consolidating Government-sourced components; applying Item Unique Identification (IUID) markings as required; maintaining materiel accountability and readiness; conducting Preventative Maintenance, Checks and Services (PMCS) and Care of Supply in Storage (COSIS) as necessary, and delivering verified, complete component packages to Pine Bluff Arsenal (PBA) for final system integration, build completion, and packaging. This RFI is issued solely for planning and market-research purposes. It does not constitute a solicitation, request for proposal, commitment by the Government, or authorization to incur costs. The Government will not reimburse respondents for costs associated with preparing or submitting a response. 2. Background CP DEPMEDS is a fielded CBRN protection system that supports Army Role 3 field-hospital operations. The program is executing a reconfiguration and technology-refresh effort using fielded, previously qualified, and commercially available components. The revised support concept under consideration would use a commercial PSI to integrate component procurement, Government-furnished or Government-sourced materiel coordination, traceability, IUID marking, and delivery to Pine Bluff Arsenal (PBA). PBA would retain responsibility for final assembly/integration of CP DEPMEDS sets, final packaging, associated Government acceptance activities, and delivery of sets to their fielding/final destination. 3. Scope of Information Requested The Government seeks information on industry capability to perform the following functions: A. Commercial Component Procurement Procure commercially available components identified by the Government. Conduct vendor management and order placement of components. Identify long-lead items, supply-chain constraints, discontinuance risks, and proposed alternate sources. Provide proposed substitutes only when specifically authorized by the Government. Manage warranties, vendor documentation, certificates of conformance, and commercial shipping documentation as applicable. B. Government Component Coordination Coordinate receipt, transfer, and consolidation of Government-sourced components from designated Government organizations, depots, supply activities, or other locations. Maintain accountability for Government-provided or Government-directed materiel while in contractor custody. Maintain COSIS to prevent environmental degradation, corrosion, and shelf life expiration of stored equipment and supplies. Reconcile shipping discrepancies, damaged materiel, shortages, overages, and documentation issues. Maintain traceability between each component, its source, and its assigned CP DEPMEDS configuration or set. Note: The contractor would not independently obligate Government funds or direct Government supply activities. The Government would retain authority for requisitions, funding, release, acceptance, and disposition decisions. C. IUID and Asset Identification Apply, validate, and document IUID markings for designated end items and components in accordance with Government-furnished requirements and applicable standards. Verify marking quality, placement, readability, and association with the correct item record. Maintain item-level records linking serial number, part number, National Stock Number, Unique Item Identifier, source, and destination. Provide electronic IUID and asset-accountability data deliverables in a Government-specified format. D. Materiel Receiving, Inspection, and Staging Receive and inspect commercial and Government-sourced components. Verify quantities, part numbers, serial numbers, condition, shelf life, and required documentation. Store and stage components in a manner that preserves condition, supports shelf-life management, and enables rapid consolidation into required delivery packages. Maintain COSIS to prevent environmental degradation, corrosion, and shelf life expiration of stored equipment and supplies. E. Kit Completion and Delivery to PBA Build component-level shipping packages in accordance with Government-approved bills of material, configuration lists, and delivery priorities. Conduct kit-completeness checks before shipment. Package, preserve, mark, and ship components to PBA in accordance with Government-approved shipping instructions. Provide advance-shipment notifications, packing lists, serial-number/IUID records, and discrepancy reports. If required, travel to PBA to help support the delivery and inventory of shipped equipment. F. Program Management and Reporting Maintain an integrated procurement and delivery schedule. Provide recurring status reports addressing procurement status, component availability, shortages, long-lead risks, delivery forecasts, IUID status, kit completion, and shipment status. Identify risks early and recommend mitigation actions, including alternate vendors, phased deliveries, or proposed substitutes. Participate in Government-led integrated product team meetings as required. 4. Desired Capabilities Respondents should describe experience performing comparable work involving: Multi-vendor procurement and materiel integration; Government-furnished property or Government-directed materiel; IUID marking, validation, and data management; Military logistics, asset accountability, and shipping documentation; Kitting, staging, packaging, preservation, and shipment of complex equipment; Supply-chain risk management and long-lead-item mitigation; CBRN, deployable medical, field-hospital, shelter, or comparable expeditionary equipment. (Note: This is desired experience but not required for response.) The Government is particularly interested in respondents able to manage multiple sources of supply and coordinate delivery of components to a Government integration location. 5. Industry Response Instructions Responses should not exceed [15] pages, excluding attachments. Include: Company Information: Name, UEI, CAGE code, business size, socioeconomic status, and points of contact. Relevant Experience: Up to three relevant efforts performed within the past five years. Technical Approach: Notional approach to commercial procurement, Government-component coordination, IUID, accountability, staging, kit verification, and delivery to PBA. Facilities and Workforce: Relevant facilities, quality systems, logistics staff, IUID capability, and geographic support model. Data and Reporting: Proposed methods for inventory visibility, serialized-item traceability, IUID data delivery, and Government status reporting. Risk Management: Principal risks, including vendor lead time, part obsolescence, Government materiel availability, configuration changes, and transportation delays. Rough-Order-of-Magnitude: Estimated startup period, staffing approach, major cost drivers, and recommended contract structure. The Government requests that responses be submitted electronically to melissa.b.smith23.civ@army.mil, and veronica.a.stclaire.civ@army.mil. The email title should read “CP DEPMEDS Integrator RFI Response - [Vendor Name]”. Responses shall be received NLT COB 28 November 2026.
