Description

This pre-solicitation notice is to inform potential offerors that the East Orange VA Medical Center 385 Tremont Ave., East Orange, NJ 07018 and Lyons VA Medical Center 151 Knollcroft Rd, Lyons, NJ 07939 will be posting a solicitation (36C24226Q0857) on or about August 13th, 2026, to provide all labor, materials, tools, equipment, and supervision necessary for a five-year demolition and asbestos abatement Indefinite Delivery Contract (IDC). This IDC contract shall provide both medical centers with demolition and asbestos abatement services over a five-year period on an as needed basis in support of in-house maintenance projects. It has been determined that there are qualified firms in accordance with Public Law 109-461 that are capable of performing under NAICS Code 236220, "COMMERCIAL AND INSTITUTIONAL BUILDING CONSTRUCTION", with a size standard of $45M. Therefore this procurement is 100% set-aside for SDVOSB Businesses. The minimum value of the proposed IDC shall be $10,000.00 and the maximum value of all task orders over the lifespan of the IDC contract shall not exceed $2,000,000.00. OBTAINING SOLICITATION MATERIAL Solicitation materials consisting of the Information for Proposal Details, Specifications, Drawings and Contract Forms will be available on http://www.sam.gov in electronic format only. These should be available on or about August 13th, 2026. An Offeror's mailing list, list of interested parties and/or list of attendees at site visits WILL NOT be prepared nor distributed by the Contract Specialist. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http://www.sam.gov. Paper copies of the amendments will NOT be individually mailed. No other notification of amendments will be provided. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation and attaching to their bid. All bids and correspondence will be by email only to the Contracting Officer: Michael.Spivack@va.gov.
