The object of this sole source award to Board Of Trustees Of Southern Illinois University for processing, storage, staffing, and coordination necessary to carry out the FWS Waterfowl Parts Collection Survey in the Mississippi Flyway. Vendor offers unique capabilities specialized freezer storage, workspace availability, geographic accessibility for participating states, and experienced support personnel that directly enable the timely and accurate processing of waterfowl parts for the annual wingbee. These conditions create a situation in which no other source could feasibly meet the Government s requirements without substantial operational impact.
