Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01 Effective 3/13/2026 This solicitation is set aside for SDVOSB businesses. The associated North American Industrial Classification System (NAICS) code for this procurement is 334118, with a small business size standard of 1000 Employees. The FSC/PSC is 6920. The Syracuse VAMC requires the following firearms training system; all interested parties shall provide quotations for: Statement of Work Police Firearms Simulator 06/02/2026 GENERAL INFORMATION Title of Project: Police Firearms Training Simulator Acquisition Type of Contract Contemplated: Firm Fixed-Price Purchase Agreement SCOPE The Syracuse VA Medical Center (VAMC) will acquire and deploy the MILO Training Systems Modular Virtual Scenario Training Kit. This training simulator will enhance firearms training, tactical decision-making, and incident response preparedness for VA Police and designated personnel. The system includes modular hardware, scenario authoring tools, and accessories for a comprehensive and customizable training environment. The Syracuse VA Medical Center (VAMC) Police Service requires the exact acquisition, delivery, onsite installation, configuration, and initial user training of one (1) MILO Range Modular Scenario Awareness Training System (MSATS) with associated components and options listed herein. This includes all required system hardware, software, training devices, simulation accessories, scenario authoring capabilities, warranty, and optional extended support. The system must support multi-lane, multi-user, scenario-based police firearms and de-escalation training per product specifications current as of June 2026. The system must be installed, tested, and confirmed fully operational at the VA-designated training location at the Syracuse VAMC. REQUIREMENT/SALIENT CHARACTERISTICS/SPECIFICATIONS Specifications: System Description 1.1 The contractor shall deliver, install, and configure one (1) MILO Range MSATS GSA Modular Virtual Scenario Training Kit, as described by FAAC Incorporated Part Number "MSATS GSA", including all standard and required components. Mandatory System and Subsystem Inclusions: 2.1 MSATS System Core (Qty: 1) Interactive scenario simulator platform capable of running a minimum of 900 interactive video scenarios (delivered and ready for use at installation). Multi-lane range software supporting a minimum of 8 simultaneous device users. GraphX dynamic target exercises (minimum 100). GreenFX hybrid video avatar scenarios for escalation/de-escalation training. Lowlight and flashlight simulation scenarios. Instructor-triggered scenario branching for baton and strike training. Full-featured training records and reporting (exportable for training files). 2.2 Hardware Requirements Dedicated simulation computer (Microsoft Windows OS). HD projector: no less than 3000 lumens, minimum 1920 x 1080 resolution, short-throw lens supporting operation at 7 feet from projection screen. 12ft x 7ft free-standing, foldable, transport-ready projection screen, with protective case must allow assembly and tear-down within 20 minutes by two people. Portable PA/speaker system, ruggedized instructor tablet (touchscreen-enabled). All necessary system, video, power, and device cables for plug-and-play operation. Enclosed, ruggedized transport/storage case for all major components protective, crush-resistant with lockable latches. 2.3 Simulation Devices (Minimum included in base delivery) Two (2) dryfire, inert simulation training pistols (shape and controls/features must directly emulate standard law enforcement handgun operation). One (1) inert simulation pepper/OC spray device. One (1) simulation flashlight (handheld or weapon mount compatible). Laser training detection system supporting connection and recognition of up to eight (8) laser-enabled devices (standard and simulation pistols). 2.4 WRK Pistol Recoil Kits (Qty: 2) WRK Pistol Kits, Sig P320 compatible. Each kit must provide realistic recoil, built-in training laser, and include two (2) air magazines (per kit) for 12g CO cartridges. Kits must be compatible with unmodified, real customer-supplied Sig P320 pistol frames (weapon not supplied). Each kit includes detailed installation and maintenance instructions and required tools for user-level swaps. GSA part number MILO-RECOIL-HANDGUN. 2.5 WRK Refill Nozzles (Qty: 2) Each nozzle must allow refill of standard 12g CO training magazines, tank included. GSA part number MILO-RECOIL-NOZZLE. 2.6 WRK Magazines (Qty: 2) Each compatible with WRK Pistol Kits, must accept CO refills, support minimum 100 actuations per fill. 2.7 Course Designer Authoring Station (Qty: 1) Laptop computer pre-installed with MILO Course Designer software and content. Must permit HD and 4K video scenario editing and creation. Must include external 4K UHD video camcorder and cabling. Full suite of scenario authoring/editing tools. All manufacturer s documentation and user guides in English, both print and digital. 3. Software & Licensing 3.1 All software must be delivered fully licensed, with no seat/license use restrictions for VA PC users or trainer accounts. 3.2 The scenario library, editing suite, and training records modules must be pre-installed and validated functioning prior to acceptance Services 4.1 Shipping/Delivery: Vendor must provide white-glove shipping direct to the designated Syracuse VAMC delivery location (include any OCONUS/CONUS differential costs in quote if applicable). 4.2 Installation/Setup: Onsite, vendor-led physical installation and functional test of all system hardware and accessories. System must be made fully operational prior to training. Setup and testing to be scheduled in consultation with VA project lead. 4.3 Training: One (1) full day (minimum 8 hours) on-site operator training for up to six (6) VA Police or authorized users, focusing on: System setup and breakdown Scenario selection and operations Safety and maintenance of all simulators and kits Authoring station functionality for custom scenario creation Exporting training logs/records Warranty and Support 5.1 Warranty (INCLUDED): Minimum two (2) years manufacturer s warranty for the entire system (hardware and software). Fully covers all non-consumable parts, labor, tech support, and software updates. 24/7 technical support via phone and email during warranty. Free access to downloadable software/firmware/content updates during coverage. 5.2 Extended Warranty (OPTIONAL, ADD LINE ITEM): Additional one (1) year Bronze Warranty extension, to commence immediately after expiration of included warranty. Bronze Warranty must provide: 24/7 technical support Free refresher operator training at vendor s headquarters All system software/content upgrades included. 5.3 Vendor must provide all warranty terms, escalation points of contact, and detailed procedures for submitting claims and hardware replacements. Documentation/Instruction 6.1 Printed user manuals for all primary system components, simulation weapons, refill nozzles, magazines, course authoring station. 6.2 One complete digital set of operator, maintenance, and quick-reference guides for both system and accessories. 6.3 All warranty documents.
