The Government hereby agreed to provide offerors such clarification to promote fair competition *** The purpose of amendment 0007 to RFP FA448426R0001 is to extend the Solicitation closing date and incorporate the following: 1) Remove FAR/RFO 52.228-8 and replace it with "CONTRACTOR VEHICLES, LIABILITY, AND RISK ALLOCATION" in Section H- Special Contract Requirement. 2) Incorporate FAR/RFO 52.228-5 Insurance-Work on a Government Installation. 3) Provide a revised copy of the answers to questions posted. Revisions are directly related to Vehicle CLINs 0008, 1008, 2008, 3008, 4008. 4) Incorporate an updated PWS dated 01 Oct 2026 and revised PWS 2.11.1.3 from "Maintain insurance and liability levels as required in FAR Clause 52.228-8 Liability and Insurance-Leased Motor Vehicles." to "Maintain insurance and liability levels as required in FAR 28.306 Insurance under fixed-price contracts and as outlined in the contract." 5) The solicitation closing date is extended to Wednesday, October 14, 2026 at 4:00PM EST. All other terms and conditions of the solicitation remain the same. _______________________________ The purpose of amendment 0006 to RFP FA448426R0001 is to 1) EXTEND the solicitation closing date to Wednesday, OCTOBER 7, 2026 at 4:00PM EST and 2) Correct a typo in Addendum to RFO 52.212-2(F)(3)(a). Reference to (SF1449 Block 3) is hereby corrected to read (SF1449 Block 6). All other term and conditions of the solicitation remain. _________________________________ The purpose of amendment 0005 to RFP FA448426R0001 is to EXTEND the solicitation closing date from 09 SEP 2026 at 4:00PM to Wednesday, SEPTEMBER 23, 2026 at 4:00PM EST. All other term and conditions of the solicitation remain. _________________________________ The purpose of amendment 0004 is to incorporate Provision/ Clause 52.219-27 Notice of Set-Aside for, or Sole-Source Award to, Service-Disabled Veteran-Owned Small Business (SDVOSB) Concerns Eligible Under the SDVOSB Program. The Solicitation closing due date is not extended. All other terms or conditions remain the same. __________________________________ The purpose of amendment 0003 is to post answers to vendor questions received. As a result, the following revisions have been made: 1) Addendum 52.212-2(F)(2)(b) has been revised to include "The government will evaluate the price of any possible extension by dividing the price in the last option period by twelve, multiplying that figure by six, and adding it to the total price of the base and all options." 2) Addendum 52.212-2(F)(3)(a) Recency has been revised to remove "up to three (3)" and read as follows: To be determined recent, performance surveys and performance questionnaires received by the government shall reference projects that have been awarded, completed, or are ongoing within five (5) years from the date of this solicitation. 3) Provisions/Clauses R-DFARS 252.204-7021 and 252.204-7025 have been removed. 4) PWS Sec 6 Att. 4. All other term and conditions of the solicitation remain. ____________________________________ The purpose of amendment 0001 to RFP FA448426R0001 is to correct the SF1449 Estimated Quantities in Section B: Supplies or Services & Prices or Costs. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. No changes to the PWS content have been made. *** EXECUTIVE SUMMARY/ GENERAL INSTRUCTIONS This Executive Summary has been prepared as an aid to you, the potential offeror. The Government has made every effort to accurately reflect the requirements and information contained in this solicitation. However, if there are any inconsistencies between the executive summary and the solicitation, the solicitation will govern. 1. The U.S. Air Force 87 Contracting Squadron (CONS), Joint Base MDL, New Jersey, on behalf of the USAF Expeditionary Center (EC) located on JB-MDL, NJ. has a requirement for providing Fieldcraft Training Support Services in accordance with Performance Work Statement (PWS) (Section 1.2, Attachment 0001) dated 01 OCT 2026. Services shall be provided for one (1) 12-month period plus four (4) 12-month option periods from 12 DEC 2026 11 DEC 2031. In addition, the government may extend the total length of the contract by no more than (6) months after the end of the last option year, if necessary, and IAW with RFO 52.217-8. 2. The Government intends to award a single Firm Fixed Price (FFP) Requirements Indefinite Delivery Indefinite Quantity (IDIQ) contract to a Service-Disabled Veteran-Owned Small Business (SDVOSB). The acquisition is based upon competition to represent the Best Value IAW RFO 15.101 to the Government. For proposal instructions and submittal information, see RFO 52.212-1, entitled Instructions to Offerors Commercial Products and Commercial Services. For the basis of award, see RFO 52.212-2, entitled Evaluation Commercial Products and Commercial Services. 3. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional data will be requested and certification under RFO 15.403-4 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price. 4. This is an all-electronic solicitation release. Hard copies are not available. The Government will post all information pertaining to the solicitation and award of this requirement to the Government Point of Entry (GPE), also known as SAM.gov. It is the responsibility of each offeror to review the web page for postings of amendments, updates, or changes to current information. 5. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. 6. Questions regarding this RFP shall be submitted via email, and subsequent answers will be posted to SAM.gov. If Offerors have questions, they are requested to submit them in writing grouped by solicitation section and make reference to the particular section / subsection number. Questions must be received via email no later than 5 August 2026 at 1600 Eastern Time to both Christina Vargas at christina.vargas.1@us.af.mil and lewis.hampton@us.af.mil. The decision whether to respond to questions and requests for clarification made after Q&A suspense date closing shall be at the sole discretion of the Contracting Officer. Failure of a prospective offeror to submit any questions will be construed to mean that the prospective offeror fully understands all requirements of the solicitation. 7. Clarifications: Clarifications, exchanges of information between Government and offerors, will be controlled by the Contracting Officer.
