Description

The Hawaii Air National Guard (HIANG) intends to issue a sole source, firm-fixed-price contract to Learfield College, LLC. The authority permitting other than full and open competition for this acquisition is 10 United States Code 3204(a)(1), as implemented by Revolutionary FAR Overhaul (RFO) 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A Request for Quote (RFQ) will be issued to Learfield College, LLC to provide advertising services to engage with the target demographic (18-25 year old physically fit young adults) for potential recruitment into the HIANG. The work includes providing physical and digital billboard advertising and on-site activation/engagement opportunities at various University of Hawaii athletic events and venues. Learfield College, LLC is the designated multi-media rights holder for the University of Hawaii Athletics and, as such, is the only source capable of providing the required advertising services at the specified university locations and events. The designated North American Industry Classification System (NAICS) Code is 541850, Indoor and Outdoor Display Advertising, with a corresponding size standards in number of dollars is: $34.5 million. Please note that this notice of intent is not a request for competitive quotes. However, any interested party who believes it can meet the requirements is invited to submit a complete and detailed capability statement in writing. The response must show clear, compelling, and convincing evidence that competition would be advantageous to the Government. Capability statements must be submitted no later than 7:00 AM Hawaii Standard Time, 24 August 2026, to Jonathan Ringor at jonathan.a.ringor.mil@army.mil with W50SLF-26-Z-1CC1 in the subject line. No telephone responses will be accepted. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. This notice does not obligate the Government to award a contract or to pay for any information provided in response.
