This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR SUBPART 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Combined Synopsis/Solicitation 1333MK26Q0124 constitutes a Request for Quotation (RFQ) which Incorporates provisions and clauses in effect through the Federal Acquisition Circular 2026-01. Prepare surface and install pre-purchased LONMARINE (LONSEAL) decking and trim. 2.0 REFERENCES: 2.1 MOC-000-1G, General Requirements for Ship Repair 2.2 Manufacturer s Technical Data and Installation Instructions for Resilient Sheet Vinyl Deck Coverings 2.3 MIL-PRF-32584, Deck Covering Materials, Resilient (or applicable equivalent for resilient marine flooring) 2.4 Drawing No. OS-830-002, NOAA Ship Oscar Sette General Arrangement 2.5 LONSEAL PROFERMA INVOICE 3.0 GOVERNMENT FURNISHED MATERIALS: 3.1 LONMARINE Pre-purchased materials (LONMARINE roll, adhesive, & trim) 4.0 REQUIREMENTS: 4.1 The contractor is responsible for providing all labor, additional materials, consumables, services, tools, supervision, and technical expertise required to accomplish all work in this specification. 4.2 Engage the services of a deck coating specialist to apply the LONMARINE deck system as described in this specification (see Note 6.1). 4.3 Install protective covering to protect the vessel's equipment and to contain the dust generated by this work item within the compartment. Negative ventilation shall be maintained and exhausted to the exterior for all spaces where dust and airborne debris from work is generated. 4.4 Prove all deck drain(s) in the space to be clear and free flowing. Plug the drain(s) to preclude introduction of debris resulting from this work item. (Note: If the bridge deck does not have deck drains, this step can be removed). 4.5 Remove the existing deck material, tile, rubber cove moulding, and chip up the existing underlayment in its entirety. Remove debris from the vessel and properly dispose of it on a daily basis. 4.6 Power tool clean the entire deck, the bulkheads to a line 4 inches above the deck, as well as all foundations and interferences in accordance with Reference 2.1. Vacuum the compartment to remove all dirt and dust generated by the surface preparation activities. 4.7 Inspect the surface preparation with the COR. Inspection shall include the condition of all permanently attached fixtures in way of the deck covering installation. Submit a condition report to the COR listing deteriorated foundations or decking found during the inspection. 4.8 Upon approval of the surface preparation by the COR, apply one (1) coat of 150 zinc primer or equivalent product per flooring underlayment manufacturer's recommendations to all prepared surfaces. The primer shall be 3-4 mils DFT. 4.9 Upon approval by the COR, wipe down the primed surfaces with solvent. When dry, install ultra lightweight underlayment similar to Epmar 1290. The underlayment shall be a minimum thickness per manufacturer's recommendations, fair-in irregularities in the deck (including weld seams, depressions, etc.), and be coved up the bulkheads the lowest 4 inches. All materials shall be specifically intended for shipboard use on steel decking. 4.10 Upon inspection and approval of the underlayment by the COR, install a marine-grade resilient sheet vinyl flooring (pre-purchased Lonseal, or equivalent) in accordance with References 2.2 and 2.3. The flooring shall be installed using the manufacturer s recommended (pre-purchased) marine-grade epoxy adhesive. Flooring shall be sloped for positive drainage to the deck drains (if applicable) and shall be flash-coved up the bulkheads 4 inches using a cove former. 4.11 All (pre-purchased) seams shall be routed and heat-welded using the manufacturers matching welding thread to create a continuous, watertight surface. The welded seams shall be skived flush with the flooring surface. 4.12 Bubbles, wrinkles, unbonded areas, telegraphing of underlayment imperfections, or poorly welded seams shall be rejected as defects. Such defects shall not be patched. Acceptable corrective action shall be the removal and re-installation of the defective sections. 4.13 Install (pre-purchased) trim against walls and bridge equipment. 4.14 Clean and paint disturbed surfaces to match the surrounding areas. Blow-down and vacuum the entire compartment. 4.15 Remove all protective covering. Clean the compartment and leave in a condition ready for use and meeting sanitary requirements (free of haze, film or other surface contamination). 4.16 Upon completion of the decking renewal, remove the drain plugs and again prove the drains to be clear and free flowing in the presence of the COR. Submit a condition report to the COR listing any drains found to be obstructed. 5.0 QUALITY ASSURANCE: 5.1 Ensure all installation, heat-welding, and materials are in strict accordance with the manufacturer s technical instructions (Reference 2.2). 5.2 Perform a joint walkthrough inspection of the deck replacement with the COR upon completion. 5.3 Protect all new deck coverings following replacement for the duration of the contract period. New flooring that is damaged during the repair period shall be repaired or replaced at the discretion of the COR. 6.0 Notes 6.2 Contractors are encouraged to review ship s drawings, reference documents, and submit written questions requesting any needed additional details, photos, or measurements necessary to provide an accurate bid package prior to submitting a bid proposal.
