Combined Synopsis-Solicitation for Commercial Products and Commercial Services Effective Date: 01/15/2026 Revision: 03 Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01. This solicitation is set aside for SDVOSB The associated North American Industrial Classification System (NAICS) code for this procurement is 334510, with a small business size standard of 1,250 Employees The FSC/PSC is 6515. The Jamaica Plain VA Medical Center 150 Huntington Avenue Jamaica Plain, MA 02130-4817 is seeking to purchase the following items from below. This software and equipment are manufactured by OEM Natus. This is a new brand name requirement. Acquisition will include the purchase of all hardware, software, installation, and training of the EEG/Sleep Acq Desktop with IP PTZ Per the VA handbook 6500.6, contractor personnel will perform functions that require access to a VA system or VA sensitive information. The Natus EEG/ Review & Monitoring Desktop is proprietary software by Natus, and if a problem occurs with any data, the identified Vendor will need access to sensitive information (e.g., patient data) to identify and rectify the issue. DELIVERY LOCATION: Jamaica Plain VA Medical Center 150 Huntington Avenue Jamaica Plain, MA 02130-4817 FOB: Destination The National TeleEEG and Epilepsy Program (NTEEG-EP), through VA Boston Healthcare System, Jamaica Plain VA Medical Center, has a bona fide need to purchase five (5) Natus EEG/Sleep acquisition desktop stations with mobile carts and Natus NeuroWorks version 10x acquisition software. The acquisition stations are required to expand and sustain standardized EEG study acquisition capability for participating VA sites and to support the existing national TeleEEG clinical workflow. The equipment must be compatible with the current Natus/NeuroWorks software, hardware, server, clinical workflow, and reader environment used by NTEEG-EP. Standardization is necessary to maintain interoperability with the existing VA TeleEEG environment, avoid duplicative infrastructure, reduce implementation burden, and support continuity of clinical operations. This procurement is for VA-owned medical equipment and associated device-specific software/configuration support. The contractor shall provide the required Natus equipment, device-specific setup/configuration, operational validation, and staff training. VA Biomedical Engineering/Healthcare Technology Management (Biomed/HTM) and/or VA Office of Information and Technology (OIT) personnel shall perform all VA network connection, VA system access, network configuration, and any activity requiring access to VA information systems or VA network resources. 4. SCOPE The contractor shall furnish a complete, fully functional, new-manufacture solution consisting of five (5) Natus EEG/Sleep acquisition systems and all quoted hardware, software, licenses, peripherals, accessories, manuals, installation support, validation support, training, secure storage, staged delivery, warranty support, project management, packing, freight, and related services necessary for Government acceptance. The firm-fixed price shall include all costs required to perform this SOW, including labor, travel, lodging, tools, packing, handling, insurance, storage for up to twelve (12) months after award, shipment to Government-designated VA facilities, assembly, manufacturer-specific configuration, validation support, training, documentation, and correction or replacement of damaged, deficient, or nonconforming items. No additional charge, recurring fee, travel charge, storage fee, shipment fee, restocking fee, installation fee, training fee, or other cost is authorized unless expressly approved in advance through a written contract action signed by the Contracting Officer (CO). All equipment shall be new, current production, unused, and free from defects. No substitution, deletion, downgrade, refurbished item, materially different configuration, or change in part number, functionality, licensing, or quantity is permitted without prior written approval from the CO after technical review by NTEEG-EP and VA Biomed/HTM. The contractor shall not perform VA network connection or VA network configuration activities. No contractor-owned laptop, workstation, server, removable media, configuration tool, mobile device, or other contractor-owned IT device shall be connected to the VA internal trusted network. The contractor shall not independently access VA information systems, VA servers, VA workstations, VA network resources, patient records, EEG studies, protected health information (PHI), personally identifiable information (PII), or VA sensitive information. Any exception requires prior written CO authorization after all required VA security, privacy, Biomed/HTM, OIT, ISSO, and Privacy Officer reviews and approvals are completed. 5. SPECIFIC TASKS The contractor shall provide the following: a. Equipment Description The equipment to be provided shall include the required Natus EEG/Sleep acquisition station components, mobile carts, required peripherals, and Natus NeuroWorks version 10x acquisition software, as outlined in the vendor quote/contract. The contractor shall provide device-specific setup and configuration necessary to prepare the Natus EEG/Sleep acquisition stations for VA operational validation. Contractor configuration shall be limited to Natus medical-device-specific settings, hardware configuration, software configuration guidance, and initial validation activities. The contractor shall not connect equipment to the VA network. VA Biomed/HTM and/or VA OIT shall perform network connection activities, network configuration, and any integration activities requiring VA system access or VA privileged access. b. Secure Storage and Inventory Control The contractor shall store the equipment for up to twelve (12) months after award at no additional cost in a secure, clean, dry, climate-controlled, access-controlled, and insured commercial warehouse suitable for medical equipment and electronic systems. The equipment shall remain in manufacturer-approved packaging until released for delivery unless unpacking is required for Government-approved inspection or configuration. Risk of loss, theft, damage, deterioration, or obsolescence remains with the contractor until the applicable system is accepted by the Government at its final destination. c. Delivery and Site Coordination The Government may release one or more systems for delivery to VA facilities identified in writing by the CO or COR. Unless the CO approves a different schedule in writing, the contractor shall deliver each released system within fifteen (15) calendar days after receipt of the written release notice.
