THIS REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). DISCLAIMER This RFI is issued solely for informational and planning purposes. It does not constitute a solicitation or a commitment to issue solicitation. Responses will not be considered as quote, nor will responses result in an award. The Government will not reimburse costs associated with responding to this RFI. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Do not submit proprietary pricing or sensitive business information. If confidential information is necessary, clearly mark it as such. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a sources sought/RFI only. The purpose of this source sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 561730 Landscaping Services (size standard of $9.5 Million). Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After reviewing the responses to this source sought, a solicitation announcement or notice of intent to sole source may be published. Responses to this source sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), National Cemetery Administration (NCA), is seeking possible sources that can provide furnishing and installing turfgrass sod, including delivery, installation, protection of property, and post-installation establishment activities at Massachusetts National Cemetery (MNC) located at Connery Ave., Bourne, MA 02532. The Contractor shall provide all labor, equipment, materials, transportation, and supervision necessary to perform the work in accordance with the draft SOW. The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications. Capabilities & Experience Provide a narrative describing your company s capabilities and experience delivering similar work. Include cemetery, federal, state, or commercial experience. Past Performance Provide up to three recent, relevant projects with customer, contract value, period of performance, and description of work. Self Performance & Subcontracting If you intend to subcontract any work on this contract, what portion of the total cost will be self-performed/will be performed by your organization? Identify estimated detailed percentage breakdowns related to subcontracted work and identify anticipated percentage of work self performed. List any subcontractors or disciplines you foresee using. Federal Contracting Information Identify any current Federal Supply Schedule (FSS), NAC, or other federal contracts. State whether the solution/services are available on those schedules. Please provide the contract number. Market Research Pricing (Optional) Provide general pricing ranges for planning purposes only (non binding). Pricing will be used for the purpose of market research only. It will not be used to evaluate any type of award. Feedback on Draft Scope (Optional) Provide any recommended clarifications, additions, or concerns with the draft Statement of Work, if applicable. Interest in Future Solicitation Indicate whether your company intends to submit a proposal if a solicitation is issued. Please indicate if you would be interested in a sole source effort for this cemetery. *** Submissions should show clear, compelling and convincing*** evidence that the services you can provide meet all the salient characteristics. THERE IS NO PREVIOUS PROCUREMENT INFORMATION AND NO PAST AWARD INFORMATION FOR THIS ACTION. NO REQUEST FOR THIS INFORMATION WILL BE PROVIDED. Responses to this notice shall be submitted via email to Antionette.Collins@va.gov. Telephone responses shall not be accepted. Responses must be received no later than October 12, 2026 12:00PM EST. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this source sought.
