COMBINED SYNOPSIS/SOLICITATION ASBESTOS AIR MONITORING SERVICES FOR PROJECT NO. 528A8-18-801 RENOVATE CARDIAC CATH & VIR AT THE STRATTON VA MEDICAL CENTER (i) Description Section This is a combined synopsis/solicitation for commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 36C24226Q0838 is issued as a Request for Quotation (RFQ) for asbestos air monitoring services. All responsible Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns may submit a quotation which will be considered by the agency. This acquisition is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. The North American Industry Classification System (NAICS) code is 541620, Environmental Consulting Services, with a small business size standard of $19.0 Million. The Product Service Code (PSC) is B502, Special Studies/Analysis Air Quality. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 (eff. 03/13/2026). This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at (FAR) www.acquisition.gov and (VAAR) https://www.va.gov/OAL/library/vaar/index.asp. (ii) Line Items All interested Contractors must provide a cost schedule. The Contractor is responsible of making sure that their cost schedule meets every need as stated in the Statement of Work (SOW) in their quote and that their quote sums up correctly. Failure to follow this instruction will lead to a dismissed quote and will not be further considered. This is Firm-Fixed-Price Contract, meaning a firm-fixed-price contract provides for a price that is not subject to any adjustment on the basis of the contractor s cost experience in performing the contract. This contract type places upon the contractor maximum risk and full responsibility for all costs and resulting profit or loss. Therefore, it is the responsibility of the Contractor to ensure all price/cost is upfront when drafting your quote. The Service Contract Act of 1965 does apply to this procurement. Please reference the attached Wage Determinations. (iv) Delivery / Performance The place of performance for this requirement is the Samuel S. Stratton VA Medical Center, located at 113 Holland Avenue, Albany, NY 12208. The FOB point is Destination. The period of performance is 365 days after receipt of award (ARA). (v) Solicitation Provisions (vi) Contract Clauses (vii) Receipt of Offers & Point of Contact Quotes are due no later than September 7th, 2026, at 10:00 AM EDT, and must be submitted by email only to Ryan Seburn at Ryan.Seburn@va.gov. Requests for Information (RFI) will not be accepted after August 31st, 2026, at 10:00 AM EDT.
