Description

This is NOT a Request for Proposal (RFP) Pre-Solicitation Notice, 36C10F26R0053, Construct Temporary Supportive Housing (TSH) and Welcome Center West Los Angeles Department of Veterans Affairs Medical Center (VAMC) The Department of Veterans Affairs (VA), Office of Construction and Facilities Management is issuing a Pre-Solicitation Notice for the Two-Phase Design-Build Solicitation Number 36C10F26R0053, Construct Temporary Supportive Housing (TSH) and Welcome Center West Los Angeles VAMC. The Design-Build Contractor shall furnish, design, coordinate, deliver, install, test, commission, and warrant 220 Temporary Supportive Housing Units. Contractor shall also include a Welcome Center and the associated site improvements, in areas designated by VA at West Los Angeles VAMC. The VA emphasizes performance-based results; therefore, the contractor may determine the means and methods of installation layout and alternatives or betterments to best utilize parcels as long as all code and performance standards are met. The Period of Performance is for a period of no more than 210 days after issuance of the NTP. The contract is estimated to be awarded on August 20, 2026. NOTIFICATION OF 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE: This procurement shall be issued as an 100% SDVOSB set-aside under NAICS Code 236220, Small Business Size Standard of $45 million. In order to receive consideration as an SDVOSB concern the entity shall be registered as such at https://veterans.certify.sba.gov/ at time of proposal submission and immediately prior to award. NOTICE TO PRIME (GENERAL) CONTRACTORS: The offeror must be registered in the System for Acquisition Management database at https://sam.gov/ prior to award. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from https://sam.gov/, which will be available on or about May 21, 2026. By registering at https://sam.gov/, the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in CCR and have a UEI Number to download documents. By registering for the Register to Receive, you will be notified by e-Mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated and awarded utilizing the Best Value, Trade-Off method per Revolutionary FAR Overhaul (RFO) 15.103-1. Offerors are advised award may be made without discussion. Proposals for Phase I will be due to the Contracting Officer on or around 5:00PM (ET) on June 23, 2026. Firms eligible to participate in Phase II will be notified via solicitation amendment.
