Elevator Third-Party Inspection and Testing Services for the Brooklyn VA Medical Center and St. Albans VA Medical Center Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01. This solicitation is set aside for SDVOSBs. The associated North American Industrial Classification System (NAICS) code for this procurement is 541350- Building Inspection Services, with a small business size standard of $11.5 million. The FSC/PSC is H335. The Veterans Health Administration of Brooklyn and VA St. Albans CLC has a requirement for a Five-Year Safety Test (Category 5) elevator inspection services and an annual safety test of elevators and dumbwaiters inspection services (Category 1). Services shall include the performance of a Five-Year Safety Test (Category 5) inspection as well as annual and semiannual Safety Tests inspections (Category 1) for elevators and dumbwaiters. All services shall be performed at the following addresses- Address: Brooklyn VA Medical Center 800 Poly Place Brooklyn, NY 11209-7104 St. Albans VA Medical Center 179-00 Linden Boulevard Queens, NY 11424-1468 OBJECTIVE: The Contractor shall inspect five-year safety tests when applicable and annual and semiannual safety test of elevators and dumbwaiters in accordance with all requirements set in the base year and all four option periods. PERFORMANCE PERIOD: The government requires a 12-month base contract period, including four option years Base: 09/07/2026 09/06/2027 Option 1: 09/07/2027 09/06/2028 Option 2: 09/07/2028 09/06/2029 Option 3: 09/07/2029 09/06/2030 Option 4: 09/07/2030 09/06/2031 ANNUAL AND SEMIANNUAL SAFETY TEST: An annual and semiannual safety test will be performed on elevators/dumbwaiters. Safeties shall be subjected to an annual and semiannual running test as indicated per OSHA 1917.116 / ASME A17.1. The slowest operating speed, at no load test required for annual test as indicated as per OSHA 1917.116 / ASME A17.1. The Maintenance Contractor (separate vendor providing testing services) is required to furnish the tools and labor to perform the annual and semiannual no-load tests. Phase-1 Lobby Key Switch and Phase-2 Service check should be accomplished during the annual and semiannual safety check. The Maintenance Contractor shall attach tags after testing as required by ASME A17.1 and A17.2. The Maintenance Contractor shall not take out more than one elevator at a time and coordinate with facility for not impacting patient care or operations of the facility. The Maintenance Contractor provides all required equipment (inspectors do not supply, handle, or move weights). Note: The details above describe the procedures carried out by the Maintenance Contractor, but the requirements related to inspecting the Annual and Semiannual Safety Tests inspection. ANNUAL AND SEMIANNUAL SAFETY TEST INSPECTIONS: Inspection to be performed January or within 30 days of award. Semiannual to be performed in July or six months after the annual inspection. The Contractor will witness and certify the inspection. Inspections are to be made in accordance with the Safety Code for Elevators, ASME A17.1 latest edition. Inspections and documentation shall be in accordance with American Society of Mechanical Engineers A17.1, A17.2, A17.3, A17.4 most recent edition and addenda standard. The COR shall accompany the contractor as an observer during the entire time of each inspection. The Contractor Inspectors do not perform maintenance or tests; they only witness, certify, and report FIVE YEAR SAFETY TEST: A five-year safety test will be performed on elevators and dumbwaiters listed during the base year of the contract within 30 days of award. Safeties shall be subjected to the ASME testing standards for car and counterweights, governors and oil buffers as per OSHA 1917.116 / ASME A17.1. 6167, Report of Test of Elevator Governor and Safety Device which is included in this contract. Test leveling zone and leveling speeds with contract load. Test the door pressure and kinetic energy. Test governors pull through tension. Record the following but not limiting to: capacity, speed empty up and down, speed loaded up and down, safety jaw tripping speed, over-speed governor tripping speed, safety slide on the rails, governor pull through, governor plate speed, car level after test, buffer return time, complete firefighters service check as applicable, and safety rope pull out as applicable. A five-year load test is required. Testing requires test weights. No fifty-five-gallon drums filled with water or 1000 lb weights will be accepted for use on load tests. The Maintenance Contractor (separate vendor providing testing services) is required to furnish weights, tools, and labor to perform the five-year full load test. All work is to be performed in accordance with 5-year inspection test requirements, ASME A17.1 latest edition.
