Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) Number is N66604-26-Q-0209. This requirement is being solicited as a 100% Small Disadvantaged Business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 561110; the Small Business Size Standard is $12.5 million. Offerors must be a certified Small disadvantaged business concern under the applicable NAICS Code to be eligible for award. CLIN 0009: Option 03 for Administrative Assistant, Quantity of nine (9) months, Full Time Equivalent (FTE) =1560 hours, avg. 40 hours per week over the course nine months, in accordance with Attachment #1 Performance Work Statement (PWS), with a Period of Performance from 01 October 2027 to 30 June 2028. CLIN 0010: Option 04 for Secretary III, Quantity of nine (9) months, Full Time Equivalent (FTE) =1560 hours, avg. 40 hours per week over the course nine months, in accordance with Attachment #1 Performance Work Statement (PWS), with a Period of Performance from 01 October 2027 to 30 June 2028. CLIN 0011: Option 05 for Secretary III, Quantity of nine (9) months, Full Time Equivalent (FTE) =1560 hours, avg. 40 hours per week over the course nine months, in accordance with Attachment #1 Performance Work Statement (PWS), with a Period of Performance from 01 October 2027 to 30 June 2028. CLIN 0012: Option 06 for Secretary III, Quantity of nine (9) months, Full Time Equivalent (FTE) =1560 hours, avg. 40 hours per week over the course nine months, in accordance with Attachment #1 Performance Work Statement (PWS), with a Period of Performance from 01 October 2027 to 30 June 2028. CLIN 0013: Data deliverables in accordance with RFQ Attachment #5 Contract Data Requirements List (Not Separately Priced). Additional Requirements: Offerors must propose with the labor rates provided above, or provide their labor mix utilizing eCraft professional labor categories for the quoted services. Performance must comply with the requirements in Attachment #3 Performance Requirements Summary Table (PRST). The quote submission shall include a breakdown to include the following elements of price, at a minimum: Direct labor Direct Material Other Direct Costs Indirect costs (OH, Fringe, G&A, material handling, etc) Profit Objective quality evidence including quotes, payroll journals, audits of indirect rates, basis of material lists, etc. to support the reasonability of the proposed price elements The Government s evaluation method is Lowest Priced, Technically Acceptable (LPTA). To be determined technically acceptable, the offeror must quote the required services and shall provide relevant information to show that they are able to meet the Government s required technical specifications as outlined in the PWS and PRST. In accordance with DFARS supplement rule 2019-D041 (Assessing Contractor Implementation of Cybersecurity Requirements), only offerors with a summary level score of a National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 DoD Assessment, of not more than three (3) years old from the date of this combined synopsis and solicitation, posted in the Supplier Performance Risk System (SPRS) will be eligible for award. Additionally, Cybersecurity Maturity Model Certification (CMMC) Level 2 (self) is applicable to this purchase.
