Description

In accordance with Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the James A. Haley VA Medical Center intends to negotiate a sole-source award with **Carahsoft Technology Corp.**, located at 11493 Sunset Hills Rd Suite 100 Reston, VA 20190. Carahsoft Technology Corp. is the manufacturer to supply and support the Powerscribe Speech Recognition system currently needed to maintain OSHA requirements. Due to the nature of this system, no other vendor is qualified to provide the source software coding or perform functional and technical courses and webinar applications training without compromising the integrity, certification, and warranty of the system. The Powerscribe Speech Recognition system is a major VISN 8 wide solution utilized by radiologists to create reports for all imaging studies. Their unique expertise and authorization are necessary to maintain the system's operational reliability, code compliance, and warranty status. Therefore, Carahsoft Technology Corp is recommended as the sole source provider for the Powerscribe Speech Recognition system and associated system components, ensuring continuity of service, adherence to code, and protection of the system s certification status. This requirement covers the comprehensive training program for Powerscribe 360 at the James A. Haley VA Medical Center, located at **13000 Bruce B. Downs Blvd, Tampa, FL 33612**. The North American Industry Classification System (NAICS) code for this procurement is **611420**, with a size standard of **$16 million dollars**. **This notice of intent is not a request for quotations.** Interested parties that believe they possess the capability and qualifications to meet these requirements may identify their interest and submit capability statements. All submissions must be received no later than **12:00 PM EST on August 3rd, 2026**. Information submitted in response to this notice will be provided at no cost or obligation to the Government. No formal solicitation will be issued. Interested parties must submit their information by email to Katrina Tavares, Contracting Officer, at **katrina.tavares@va.gov**. Responses received will be evaluated; however, the Government reserves the right to proceed with the sole-source negotiation with Carahsoft Technology Corp. if no acceptable responses are received. The determination not to compete this proposed procurement is at the sole discretion of the Government.
