Description
Introduction: The U.S. Army Mission and Installation Contracting Command (MICC) intends to award a firm-fixed-price, sole-source contract to the Jo Carroll Depot Local Redevelopment Authority (JCDLRA) for caretaker services at the former Savanna Army Depot Activity (SADA) in Savanna, IL. The authority for this non-competitive action is 10 U.S.C. 3204(a)(5) as implemented by FAR 6.103-5, Authorized or required by statute. The award is statutorily authorized under the Base Realignment and Closure (BRAC) Act, which grants the Secretary of Defense special authority to enter into agreements with local governments and Local Redevelopment Authorities (LRA) for services at military installations to be closed. Description of Requirement: The contractor shall provide all program management, supervision, labor, and equipment necessary to perform non-personal caretaker services for the remaining unconveyed property at SADA. The objective is to maintain designated facilities at an idle status (Level III and IV) to preserve their value and ensure safety and security until the property is fully transferred. Major services include, but are not limited to: Facilities and grounds maintenance for approximately 467 buildings and associated infrastructure across 3,070 acres. Operation and maintenance of utility systems, including electrical, water treatment and distribution, and sewage collection. Physical security services, including maintenance of security and fire systems, fences, and gates. Roads and pavement maintenance, including snow and ice removal. The period of performance will consist of one 12-month base year and four 12-month option periods. Rationale for Sole Source: The JCDLRA is the formally recognized and designated LRA for the SADA property under the BRAC Law. As the entity legally designated to receive and redevelop the property, JCDLRA is uniquely positioned to provide the required caretaker services in a manner that directly supports the long-term property disposal and conveyance mission of the U.S. Army. This acquisition is a direct implementation of the statutory authority provided by the BRAC Act to partner with designated LRAs.
