Description

RFI Answers On page 3 of Solicitation 36C24426R0072, it reads "Evaluations of the qualifications, no more than 10 resumes, and relevant experience of the team members assigned to this project, particularly in healthcare design and federal projects." However, the scope of work lists 15 required disciplines. We request that the 10-resume limitation requirements be removed to enable us to demonstrate the qualifications of all required disciplines. Please provide clarity. Resumes have been increased to 15. On page 3 of Solicitation 36C24426R0072, it appears that the evaluation board is requesting the same information twice. Under factor 2, "Design Team Proposed for This Project" in iii. it requests "The firm s approach to incorporating evidence-based design, ADA, NFPA Life Safety code, energy conservation, interior design, and space planning into project." It also requests this in following factor 3 "Technical Approach" under paragraph a) "The firm s approach to incorporating evidence-based design, ADA, NFPA Life Safety code, energy conservation, interior design, and space planning into project." Please advise if the government wishes for the A/E to only submit this narrative once in section H or if the government wishes to see this information represented in duplication and other SF330 sections such as section E. The Government will evaluate the firm s approach to incorporating evidence-based design, ADA, NFPA Life Safety code, energy conservation, interior design, and space planning into project. under the Design team proposed for this project and from a technical approach. Firms are permitted to utilize both section E and section H to show that their team and approach makes them the most highly qualified. In the Presolicitation Notice, Page 2 under Submission Instructions, the solicitation states that SF 330 responses shall be submitted via electronic mail, but also references three (3). Can you please clarify whether hard copies are required, or if a single electronic submission via email is sufficient? Only a single electronic copy is required to be submitted to stephen.gulotta@va.gov Is there an estimated value for the project(s) at this time? The Government will not provide the estimated value. Is there a total page limit for the entire submission document or only limits for Section E: Resumes, Section F: Example Projects and Section H: Additional Information? There are only limits for the sections. Are CPARS or PPQs for projects listed in Section F required to be attached to this submission? If so, will they count toward overall page limit? CPARs and PPQs may be submitted but are not required. This will not count toward the overall page limit. Can the resume limit be increased to 15 as there are 15 required disciplines listed in the SOW document attached to this solicitation? Resumes have been increased to 15 If resumes remain limited to 10, can you clarify which disciplines should be prioritized for evaluation? Acceptable resumes have been increased to 15. The Government will not clarify which disciplines will be prioritized for evaluation. Firms should submit resumes of key personnel which highlight their team in a manner that they feel best represents their experience for the subject project. If resumes remain limited to 10, can additional team members/firms be shown in A-D. Qualifications and Organizational Chart or H. Additional Information without attached resumes? Resumes have been increased to 15. Is the VAAR 852.219-75 on page 7-8 of the Pre-Solicitation Notice required to be signed and included in the submission? Yes, VAAR 852.219-75 is required to be signed. Qualifications sent in without a signed copy of 852.219-75 will not be reviewed.
