Description
Amendment 4 The purpose of this amendment is provide answers to questions that have been received up to 9/10/2026. The solicitation includes FAR 52.225-3/52.225-4 and provides for identification of Other Foreign End Products ; however, the solicitation also states that the offered machine must be manufactured in the United States, a DFARS qualifying country, or a TAA-compliant country. Please confirm whether an end product manufactured in China may be offered and evaluated under FAR 52.225-3, or whether Chinese-origin equipment is specifically excluded from consideration. Equipment manufactured in the People's Republic of China (or any other non-qualifying, non-TAA compliant country) is SPECIFICALLY EXCLUDED from consideration and will be evaluated as TECHNICALLY UNACCEPTABLE. Can you provide more details on the electrical run. Conduit type, for instance. Will it be overhead or along a wall? Is a scissor lift required for electrical install? In the RFQ, it stated that the government would wire to a disconnect and only the final connections would need to be made. The additional information provided, seems to contradict the RFQ by stating that the electrical would be run from the main panel? Conduit is in the floor, installation electrician is on site, electrical panel is 35-40 ft away. Does the electrician need special certifications to work onsite? Installation electrician is on site Also, for the riggers, do they need special certifications to work onsite? They will need a Real ID to get on base. Electrical Connection: Further clarification is needed. Please confirm that the Government/end user will provide the electrical drop, disconnect, and required electrical connection so that the machine can be connected and placed into service at installation. By law, the manufacturer or rigging contractor cannot perform electrical wiring. Installation Electrician will be on site to connect power Facility Access: Please advise what credentials or forms of identification will be required for the freight carrier, rigging crew, manufacturer s technician, and/or trainer to enter the facility. Real ID is required along with an EAL Offloading Equipment: Is there an onsite forklift of sufficient capacity available for use in offloading and positioning the machine, or should the rigging contractor provide all required forklift/crane equipment? Yes Startup/Test Bend: The solicitation requires a live test bend using Government-furnished material. Please confirm that the Government will have the appropriate material available onsite at the time of startup/commissioning and training.
