THIS REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. The National Cemetery Administration is issuing it as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for janitorial services at Richmond National Cemetery and satellite cemeteries. Additional information regarding the requirement is available in the Statement of Work (SOW), found in the Appendix accompanying this notice. The result of this market research will contribute to determining the method of acquisition. The applicable North American Industry Classification System (NAICS) code assigned to this acquisition is 561720 with a size standard of $22 Million. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. APPENDIX 1: Statement of Work Supplies Or Services & Prices / Costs Scope: The Richmond area National Cemeteries are comprised of five (5) locations: Cemetery Location waste receptacles public restrooms City Point National Cemetery 10th Avenue and Davis St. Hopewell, VA 23860 2 Public restrooms 1 trash receptacle Fort Harrison National Cemetery 8620 Varina Road Richmond, VA 23231 1 Public restroom 1 trash receptacle 1 Employee restroom Staffed Historic Lodge Glendale National Cemetery 8301 Willis Church Rd. Richmond, VA 23231 2 Public restrooms 1 trash receptacle Richmond National Cemetery 1701 Williamsburg Rd. Richmond, VA 23231 2 Public restrooms 1 trash receptacle Seven Pines National Cemetery 400 E. Williamsburg Rd. Sandston, VA 23150 1 Public restroom 1 trash receptacle The Contractor shall furnish all supervision, labor, transportation, equipment, supplies and materials to complete Janitorial Services at the five (5) locations listed. All work shall be performed in accordance with Description/Specifications/Statement of Work, contained in this contract and in accordance with the NCA Environmental Management System (EMS). Copies of these documents may be obtained from the cemetery director; or online at: http://vaww.nca.va.gov/legreg/legregdirhand.asp SITE VISIT: Offerors / quoters are encouraged to inspect all sites where services are to be performed to verify the work involved and satisfy all general and local conditions that may affect the cost of contract performance. Failure to inspect the sites does not constitute grounds for a claim after contract award. Site visits are scheduled for the week of the 2nd Monday after the solicitation is posted. (757) 723-7104 Term: The contract period will consist of a one-year period from 1/1/2027 through 12/31/2027 with 4 option years extending to 12/31/2031 if exercised. POST AWARD CONFERENCE: Prior to commencement of work, contract awardee is required to make an appointment for a conference with the COR and Contracting Officer. This meeting will ensure that all parties understand all contractual obligations and the role that each party serves. Contracting Officer: Administration of this contract will be by the Contracting Officer (CO), Procurement Operations, National Cemetery Administration, 18434 Joplin Rd, Triangle, VA 22172. COR: The VA Contracting Officer will delegate one or more representatives to serve as the Contracting Officer s Representative (COR). The COR is responsible for providing contract oversight and technical guidance to Contractor, certification of invoices, and overseeing technical aspects of the contract. The COR is not authorized to add, modify, delete, relax or otherwise change any of the costs, specifications, provisions, requirements, terms or conditions of the contract and delivery orders issued under the contract. All administrative functions remain with the VA Contracting Officer. Description / Specifications / Work Statement definitions Contracting Officer (CO) The official Government representative delegated authority to administer a contract. Contracting Officer Representative (COR) A representative from the requiring activity appointed by the Contracting Officer to perform surveillance and act as a liaison to the Contractor. daily When used within this Statement of Work, it means Monday through Friday, including national holidays, with the exception of excusable delays. SCOPE The contractor shall furnish all personnel, supervision, transportation, equipment and supplies necessary to perform janitorial services at the listed scope of five (5) Richmond area National Cemeteries. GENERAL REQUIREMENTS Performance consists of cleaning the eight (8) public restrooms and emptying the trash receptacles located in the restrooms daily Monday - Friday (7:30am-4:00pm) excluding Federal holidays as identified in the table on page one. Each of the five (5) Richmond area National Cemeteries have public trash receptacles that shall be emptied, and a new receptacle liner be placed daily (7:30am-4:00pm) excluding National holidays, as identified in the table on page one. The staffed historic lodge shall be cleaned daily. Cleaning includes front porch, 3 office spaces downstairs, kitchen downstairs, one (1) office upstairs and two (2) addition rooms upstairs to include an employee restroom. The Contractor shall not miss more than a total of four (4) cleanings in a month, and no more than one (1) a week, in any given month. When the Contractor misses a day of cleaning, they will not be paid. If the Contractor misses more than four (4) cleanings in any given month, it will be reflected in their performance evaluation and may result in a Cure Notice being issued after the first occurrence. If the Contractor does not provide a satisfactory reply to the Cure Notice, a Show Cause letter will be issued, followed by consideration of termination of the contract. A.1 Cleaning of eight (8) public restrooms daily. PROCEDURES All public restroom interior trash cans shall be emptied and cleaned/sanitized daily. Contractor will leave 2 extra liners in each trash can. Cemetery will provide interior trash cans. All sinks, mirrors, toilet, counter tops, light switches, and door handles shall be cleaned, sanitized and wiped to remove all excess standing water, spills, accumulation of objectionable material daily.
