NOTICE OF INTENT TO AWARD SOLE SOURCE FOR FWS RI NWR COMPLX for Annual HVAC Service TO JOHNSON CONTROLS BUILDING SOLUTIONS, LLC. THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations intends to award a firm fixed price sole source contract under the authority of: FAR 6.302-1 only one responsible source To JOHNSON CONTROLS BUILDING SOLUTIONS, LLC 5757 N Green Bay Ave # X81 Milwaukee, WI 53209-4408 The North American Industry Classification System (NAICS) code for this requirement is 238220: Plumbing, Heating, and Air-Conditioning Contractors (installation and service), $16.50 Million. The object of this sole source award to JOHNSON CONTROLS BUILDING SOLUTIONS, LLC for Rhode Island NWR Complex headquarters building requires annual maintenance. The commercial boilers and chiller provide conditioned air to the offices and visitor center which contain museum property that requires conditioned air and specific humidity levels to protect government property. Additionally, the offices support nearly 20 DOI staff who report to the office daily. Without conditioned air, high humidity levels in the building will lead to rapid mold and mildew growth which will cost the government more funds for cleaning and remediation. The chiller was warrantied by Johnson Controls Inc (JCI). Several HVAC companies are either not registered in SAM.gov or are not certified to work on York/JCI Chillers or Lochinvar boilers. Limited HVAC companies in a 2 hour drive are registered in sam.gov and certified to work on the commercial equipment on the station. JCI was the warranty holder and manufacturer requires specialized training to maintain and repair the equipment. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
